1991-36539-Minutes for Meeting November 25,1991 Recorded 12/5/19910 91-35.39 108 0554 EXECUTIVE SESSION MINUTES BILL ENYART GRIEVANCE DESCHUTES COUNTY BOARD OF COMMISSIONERS November 25, 1991 Chairman Maudlin called the meeting to order in Executive Session by authority of ORS 912.660(1)(b) at 9:00 a.m. Board members in attendance were Dick Maudlin, Tom Throop and Nancy Pope Schlangen. Also present were: Rick Isham, County Counsel; Mike Maier, County Administrator; Debbie Legg, Personnel Services Manager; Oscar Bratton, Assessor; Joan Rotsolk, Deputy Assessor; John Wurst, Chief Property Appraiser; John Witty, Labor Counsel; Bill Enyart, Grievant; and Mr. Steelhammer, Attorney for Grievant. The Board discussed the merits of Mr. Enyart's grievance. Chairman Maudlin closed the Executive Session of the Board of Commissioners, and opened the meeting in regular session. MAUDLIN: I would recommend that we uphold the grievance of Mr. Enyart with the following information, that Mr. Enyart be suspended without pay for a period of three weeks, that we set up a work plan, during that period of time that we set up a work plan with Mr. Wurst with Oscar's background and information and Joan's, and that it is a work plan for a period that would cover a six month period, at least. I would recommend that counseling be sought by the direct supervisors of Mr. Enyart and apparently that would be Doug Grant and John and also Mr. Enyart should seek counseling through the employee assistance program, and at the end of the counseling ---I don't know what counseling sessions, how long a period of time we're talking about, what is needed, but I think that we should be talking about a month with at least weekly meetings with reports to Mr. Maier for our information, and that we receive reports after Mr. Enyart comes back to work on the work plan, and I would like to have those reports come to us at least twice a month so that we can resolve the conflict as it occurs rather than having it go on and on, come to a grievance program. Commissioner Throop asked for a clarification as to whether Chairman Maudlin was referring to counseling as a group or as individuals. Chairman Maudlin said he thought the individuals should meet with the Counselor first and then let the cd ns&Alor s_ determine if and when the group should meet together.
