Attached is a copy of the Snow and Ice Plan that was revised to
I meet the operating procedures currently in use. some of the
key items are:
1. Removing the list of arterials and collectors and placing

these roads on the maps which will be attached.
2. Creating snow zones by definition and maps and setting
1 priorities for these zones.
3. Updating the equipment and personnel list.
I4. Modifying the budget section to delete reference to
program budgeting.
1 5. Setting forth plowing procedures that is in conformance to
practices.
I 6. Modifying the road closure procedure to delete Fish and
Wildlife since they are never involved.
I7. Inclusion of the mailbox, driveway policy.
8. Changing terminology from Supervisor to Coordinator.
Staff believes these changes represent the actual operations
and provides for better understanding by the operators.

PURPOSE STATEMENT
The purpose of this Deschutes County "Snow and Ice Plan" is
to provide the Department of Public Works with an adopted set
of goals, objectives, and operating procedures for snow and
ice control on County roads; and facilitate the movement of
vehicles on County roads within the limits imposed by the
adverse conditions. It is not the purpose of this plan to
assure the safe operation of vehicles upon County roads.
GOAL
Within available resources, respond in a reasonable manner to
snowy and icy County roads to allow vehicle traffic by
motorists exercising due care in the operation of a motor
vehicle.
OBJECTIVES
1. Assess needs.
2. Inventory resources available.
3. Arrange for supplemental resources during times of severe
conditions through inter - governmental agreements and private
service contracts.
4. Identify levels of operations.
5. Identify service priorities by location and function of
County roads.
6. Allocate available resources.
7. Identify those roads or portions of roads to be closed to the
public throughout the winter months.
8. Develop a system for recording services provided.
9. Provide for an annual review of the plan in conjunction with
the budget.

INTRODUCTION

Deschutes County is located in Central Oregon east of the
crest of the Cascade Mountain Range. Elevations of roads
within the County vary from a low of 3,100 feet to a maximum
of 6,300 feet. These elevations result in different snow and
ice conditions throughout the County.
The estimated County population is 75,000. An additional
40,000 residents are projected by the year 2,000, according
to the State of Oregon.
The County contains the cities of Bend, Redmond, and Sisters.
Each city maintains its own city streets. The State of
Oregon and U.S. Forest Service maintain roads under their
jurisdiction. The County inventory consists of 34 miles of
urban arterials, 35 miles of urban area collectors, and 81
miles of urban area local roads. In addition, there are
approximately 77 miles of rural arterials, 206 miles of rural
collectors, and 363 miles of rural local roads. The total
mileage under County maintenance is approximately 877 miles,
including 81 miles of County roads within forest boundaries.
509 miles of public access roads are not maintained and are
not covered in this plan.
Deschutes County has a dry climate. Annual average
precipitation (in the form of rain and snow) in the city of
Bend is 12 inches. Over six inches of precipitation in the
form of snow falls between November and February in the City
of Bend. At MT. Bachelor, located west and south of Bend,
snow depths can reach 180 inches. County roads, receive snow
levels within this range, with occasional absence of snow in
the northern and eastern portions of the County. Winter
conditions are intermittently encountered in the high desert
in the eastern part of the County. The high elevation and
openness of the eastern portion of the County is conducive to
snow drifting.
The location and amount of snow and rain in the County varies
from year to year and from location to location. Rapid
changes in temperature, wind and micro climates provide
little predictability as to the conditions affecting County
roads at any specific time or date during the snow and ice
season.
Given the nature of varied, unforeseen and rapidly changing
climatic conditions within Deschutes County, and the limited
resources available to the County to combat such conditions,
a measured and limited response, only during the snow season
may be provided.

ARTERIAL ROAD - A restricted access street of substantial
continuity which is primarily a traffic artery and so
designated by the County.
AVAILABLE RESOURCES - Those resources such as sanding
material, equipment and labor that is available for directing
to the implementation of this plan.
BOARD OF COUNTY COMMISSIONERS (BOCC) - The directly elected
policy body of Deschutes County Government.
CINDER - Volcanic slag crushed to 3/4 -0 sanding material.
COLLECTOR ROAD - A restricted access street supplementary to
the arterial street system used or intended to be used
primarily for the movement of traffic between arterial and
local streets and so designated by the County.
CONTRACTS FOR SERVICE - Executed, documented agreements
between Public Works and private companies for work to be
done as needed.
CURVE - A horizontal bend in the road where the posted
advisory speed is less than the statutory speed.
DIRECTOR - Director of Public Works for Deschutes County, or
his designee.
DIVISION DIRECTOR - Director of the Division of
Transportation and Solid Waste within Public Works, or his
designee.
DOCUMENTATION - Written or electronically recorded
information in respect to road conditions or services
rendered.
EMERGENCY RESPONSE - Any time period between when notified of
emergency, and when a plan is activated.
EQUIPMENT MAINTENANCE SUPERVISOR - The Director of the
Division of Fleet and Equipment within the Public Works
Department, or his designee.
FLOODING - The over flowing of water from one point to
another.
GRADE - A constant vertical change in elevation of 10% or
greater.
ICE - Water made solid by cold which may result in a slippery
surface.

INTER - AGENCY AGREEMENT - A written arrangement between
County, Municipal, State and Federal agencies.
LOCAL ROAD - A street which provides access to property
abutting the public right of way; this includes vehicles and
pedestrian access. Moving traffic is a secondary function of
a local street and it should not carry through traffic.
PLOWING - To disperse large accumulations of snow from
roadways by equipment.
RISK MANAGER - A person designated by County Legal Counsel to
administer the County's program of self insurance.
RURAL AREA - That area within Deschutes County outside of the
Urban Growth Boundaries.
SANDING - The act of placing cinder material on a road to
increase traction.
SANDING MATERIALS - 3/4 -0 crushed cinders.
SNOW - Moisture, when frozen in the upper air currents,
resulting in soft white crystalline flakes which accumulate
on the ground.
SNOW AND ICE PLAN - The document adopted by the BOCC setting
forth the limitations of manpower, materials, equipment and
budget relating to the response to snowy and icy County
roads.
SNOW SEASON - Nov. 1 through April 30.
COORDINATOR - Any so designated employee within the
Department of Public Works.
TRAFFIC ENGINEER - A designated registered engineer employed
within the Department of Public Works.
URBAN AREA - (UGB) Areas of City and unincorporated adjacent
areas designated by adopted plans.

OPERATING STRATEGY
Snow and ice operations will be implemented in the following
phases:
Phase 1. Notice of adverse County road conditions.
Phase 2. Undertake needs assessment
Phase 3. Activate resources
Phase 4. Implement plan
Phase 5. Continue needs assessment
Phase 6. Deactivate resources
PREPAREDNESS PLAN
The annual Preparedness Plan is as follows and shall be
completed before November 1st of each year.
1. Update Inter - agency Agreements.
2. Ensure contracts for supplemental services are executed.
3. Provide refresher training in elements of the plan.
4. Using a check off list, the Fleet /Equipment Coordinator
will ensure that all equipment is in a state of
readiness.
5. Distribute copies of the plan to designated personnel.
6. The Traffic Engineer will take appropriate action to
close roads or post no parking signs.

SERVICE PRIORITIES

Narrative in support of establishing priorities.
The following factors were taken into consideration in
establishing service priorities:
1. The need to serve the majority of the population using
available resources efficiently within the least amount
of time;
2. The need to respond to the County's major traffic
carriers;
3. The need to open access for public safety services,
employment centers, governmental services, and other
essential services;
4. The need to avoid road closures which may be brought on
if early snows are not removed quickly;
5. The need to plan service routes that are efficient;
6. The need to service sections of roads with steep grades,
curves, and intersections.

Note: Paulina Lake Road (from Highway 97 to the 10 mile snow
park) is plowed by a separate organization under agreement
with Oregon Department of Transportation, Highway Division,
for the express purpose of providing a route to winter
recreation areas, notably the 10 mile snow park area.
SNOW PLOWING PRIORITY
Snow plowing will, subject to availability of personnel and
equipment, commence in any.snow zone that has received an
accumulation of four (4) inches or more of snow. In the
event of a snow storm covering the entire County with an
accumulation of four (4) inches or more, the arterials and
collectors will be plowed by snow zones in the following
sequence:
1. 1000 -A, 2000 -B, 3000 -A, 3000 -A and 4000 -B simultaneously
with snow plows from the Bend operation yard covering
1000 -A, 2000 -B, 3000 -A, 3000 -C and 4000 -B. 4000 -A will
be covered by a snow plow stationed at the Lapine shop
facility.
2. 2000 -A, 3000 -B, 3000 -D and 3000 -E upon completion of
zones listed in one above.
SNOW PLOWING PROCEDURE
The arterials and collectors in a zone receiving the required
accumulation will be plowed initially with a pass in each
direction for travel of vehicular traffic. If snow continues
to accumulate on the roadway after initial plowing of the
travel lanes, these lanes will be re- plowed prior to widening
as described below.
Traffic lanes will be widened only after the final pass of
travel lanes. Local roads will be plowed during this
widening process.
ROAD CLOSURE
The County will, in cooperation with the Forest Service and
Search and Rescue, close Cascade Lakes Highway (from the
gates at MT. Bachelor and Deschutes Bridge) generally from
November 15 to May 30 of each year and Paulina Lake Road
(from the gate at 10 mile snow park to East Lake) generally
from November 15 to May 30 of each year.

SANDING

The application of sanding material shall be made only to
intersecting roadways requiring the stopping of vehicles,
horizontal curves, grades exceeding loo and bridges. In
addition to the above locations, the sanding material will be
applied continuously to Cottonwood Road (from Highway 97 to
Sunriver) and South Century Drive (From Highway 97 to the
entrance to Sunriver).
All sanding shall be performed subject to the availability of
personnel and equipment.
Sanding shall begin in the snow zones with reported icy
conditions. In the event of a County wide condition of ice
build -up the priority for sanding will be the same as it is
for snow plowing. Other criteria for sanding includes:
1. Upon notice of ice on the traveled roadway.
2. Thawing and freezing on snow plowed roads that creates
ice ridges.
3. After re- plowing roads in which previously applied
sanding material is removed.
4. When, in the determination of the Coordinator, more
frequent sanding would aid the traveling public.

D. ANNUAL BUDGET CONSIDERATION /RESOURCE ALLOCATION
The annual budget process begins in February of each year
and is completed and adopted by July 1 of each year. This
process includes all recommended requirements for
personnel, equipment and material necessary for the
various activities of the Department.
During budget preparation, consideration is given to the
Snow and Ice Plan requirements based on historical data.
Personnel positions necessary to operate this plan are
listed in "B" above with funds budgeted each year.
Equipment needs are identified in "A" above with fuels,
tires and repair budgeted annually for operation of this
fleet.
Other budgeted resources include rental capability of
various types of equipment from the private sector for use
during extreme conditions of snow and ice. Sanding
materials are furnished from various stockpiles as listed
in the following pages. Sanding material needs are
reviewed annually with replenishment of the stockpile
sites coordinated with the Oregon State Highway
Division.

E. POLICY ON MAILBOXES, DRIVEWAYS, SIDEWALKS, AND SNOW
PLOWING
In the process of snow plowing, mailboxes may be damaged
or access to mailboxes obstructed, or driveways may be
closed or sidewalks covered. It is the responsibility of
the land owner to remove such snow.
Only mailboxes physically hit by County equipment will be
reinstalled. Mailboxes knocked down by flying snow will
not be reinstalled.
It is the responsibility of the property owner to provide
clear access up to the mailbox for the postal carrier.
The County is not responsible for opening driveways that
have access onto County roads, however, the county may
provide or obtain assistance for the elderly or
handicapped upon request and approval by the Board of
Commissioners.
STOCKPILE LOCATIONS
The County will utilize the State of Oregon's sanding
material stockpiles under an Inter - Agency Agreement, as well
as providing sites of its own, where appropriate, to ensure
that adequate material is available. Following are existing
stockpiles of sanding material:
Area 1. Sister's O.D.O.T. site.
Area 2. Redmond's O.D.O.T. site
Area 3. Bend's O.D.O.T. site and the County's 27th Street
site
Area 4. LaPine's O.D.O.T. site and the Vandevert site
Area 5. Brother's O.D.O.T. site and the Horse Ridge site
COMMUNICATIONS
Communications within and between the Department and other
County agencies, is very important in providing the
Department with information to assist in facilitating the
Plan's executions.

The County has a master switchboard for all in- coming calls.
Messages can be transferred to any coordinator by
transferring the call to a station, or by electronic mail, or
by written work order. In the later case, all incoming calls
dealing with requests for services are logged in
quadruplicate (4) and distributed as soon as possible.
Responses are written on a copy and filed.
The County has mobile radios in all moving equipment that go
into available resources for implementing the plan. The
system is connected directly to the Sheriff's dispatch
operation enabling radio contact between the Sheriffs
Department and the Public Works Department. The Sheriff is
also connected electronically with 9 -1 -1, therefore the
Public Works Department can receive condition reports from
both sources. Mobile radios are backed up by portable units
for absence from vehicles or for communications between
vehicles.
The radio transmitting system relies upon a central station
and two satellite stations which are repeaters. This system
provides coverage throughout the entire County.
All Road Division Coordinators have pagers, and can be
reached during the day as well as those evenings and weekends
that a coordinator is on call. The Sheriff's Department
dispatcher is provided with the name of the "on- call"
coordinator, their home telephone number and pager number.
Actual notice of adverse road conditions may be received by
the Public Works Department from observations by department
employees, telephone calls from private citizens to the
Public Works Department or Sheriff's Department and
notification from the Sheriff's Department dispatch center to
the Public Works Department.
MAINTENANCE AND OPERATIONS
The Director of the Division of Transportation and Solid
Waste is responsible for implementing the Snow and Ice Plan.
He may delegate this responsibility to the Team Coordinator
and team. Responsibilities will include:
1. Determine the phase of operations.
2. Determine appropriate treatments.
3. Determine timing of services according to priorities.
4. Determine the need for resources and deploy such
resources.
5. Report on the effectiveness and adequacy of services
provided.

OFFICE SUPPORT FUNCTIONS

Receive and transmit service requests to the proper staff and
maintain records of requests. Coordinate administrative
support to the operating departments. Establish and maintain
contact with other agencies and departments. Provide mobile
radio information.
The Director of Public Works will ensure that all
administrative systems are.functioning properly. He will
ensure that the Board of Commissioners are kept informed and
apprised of the need for any additional resources through the
budget process. He shall also cause the plan to be reviewed
on an annual basis, and updated as necessary.
TEAM COORDINATOR
The on call Coordinator shall perform all those
administration actions necessary to ensure that services are
provided according to the adopted plan in a timely manner.
They shall keep their Division Manager informed as to the
actions they have taken and intends to take, and the
effectiveness of the efforts. They shall request additional
assistance when deemed appropriate. They shall maintain
field assessment of conditions throughout a storm event and
coordinate their actions with the Division of Fleet and
Equipment to ensure vehicles are available as needed.
CLEAN -UP
Clean -up of sanding material shall consist of removal by
brooming or other methods as approved by the Division
Manager. Clean -up shall be performed on or before May 1 of
each year by the Maintenance Coordinator with special
emphasis on intersections and bike lanes prior to other
removal needs. Assistance from other agencies including the
Cities of Bend and Redmond may be utilized in the removal
process where they have the type of equipment needed for
curbed roads.
TRAFFIC ENGINEER
The Traffic Engineer is responsible for maintaining the sign
and signal system in as near normal condition as possible; in
addition to providing emergency traffic controls as required.

Specific duties include but are not limited to:
1. Manage the inventory and placement of emergency traffic

2. When requested, implement temporary street closures, or
other traffic controls.
3. Implement planned detours and closures.
4. Investigation in cooperation with the Sheriff's Office of
traffic accidents on County roads, as deemed appropriate.
5. Serve in a consultative role in the preparation and
implementation of this plan.
COORDINATE RESPONSIBILITIES WITH SHERIFF'S DEPARTMENT
1. Sheriff's Department has on hand a list of names to call
In an emergency special notification: Weekend "ON CALL
PERSONNEL" will be called into Sheriff's office 24 hours
prior to going "on call ".
2. Sheriff's office will be notified when sanding /plowing
equipment is in operation.
3. Deputy sheriff on patrol will notify Department through
dispatch of areas in need of sanding or plowing based
upon their judgment.
4. Dispatch will notify Public Works upon receipt of high
water conditions requiring warning signs.
5. Department will notify Sheriff and other emergency
service agencies of road closures or other special
conditions which may be of assistance to the public.
6. Those employees trained in traffic safety will assist in
traffic control as requested.

This Agreement made and entered into by and between Deschutes

State of Oregon, hereinafter referred to as "County ", and the City
of Bend, hereinafter referred to as "City ". '�

IT IS HEREBY AGREED by and between the parties above mentioned,
for and in consideration of the mutual promises hereinafter stated
as follows:
1. Effective Date: This Agreement is effective January 1,
1990.
2. Duration: This Agreement terminates on May 1st, 1990.
3. Renewal: This Agreement may be renewed each following year,
prior to November 1.
4. The County agrees to provide sanding services for the
following areas, which are within the City of Bend
jurisdiction:
a) N.E. 27th Street, from Bear Creek Road to U.S. Highway
20; N.E. 27th Street, from U.S. Highway 20 to Butler
Road, including the intersection with Neff Road.
5. The City agrees to provide sanding services for the
following areas, which are within the jurisdiction of the
Deschutes County Public Works Department:
a) Boyd Acres Road, from Studio Road to Empire Avenue.
b) Empire Avenue, from Boyd Acres Road to U.S. Highway 97,
including the intersection West of Highway 97 on Empire
Avenue.
6. Consideration: This Agreement shall be entered into with the
understanding that this is to be strictly a "trade" of
services, with no monetary exchange to take place between
either party.
7. Termination: This Agreement may be terminated by the County
or by the City upon 30 days advance written notice, delivered
to the other party.

This Agreement, made and entered into by and between 0108 0788
Deschutes County Department of Public Works, a political
subdivision of the State of Oregon, hereinafter referred to as
"County ", and Special Road District #1, hereinafter referred to as
"Contractor ",
W I T N E S S E T H:
IT IS HEREBY AGREED by and between the parties above
mentioned, for and in consideration of the mutual promises
hereinafter stated as follows:
1. Effective Date: This Agreement is effective October 31,
1991.
2. Duration. this agreement terminates at 11:59 on October
31, 1992.
3. Renewal. This Agreement may be renewed each following
October.
4. Contractor's Services. Contractor agrees to provide
snowplowing services on County maintained roads within the
district boundary.
5. Consideration. County shall pay Contractor on a
fee - for - service basis at the rate of $40.00 per hour for manpower
and equipment. Said Rate to be complete compensation to
Contractor for services performed. The maximum consideration
authorized under this Contract is $5,000.00 per fiscal year.
•6. Termination. This.Agreement may be terminated by County
or Contractor upon 30 days advance written notice delivered to the
other party.
7. Independent Contractor. Contractor is engaged hereby as
an independent contractor, and will be so deemed for purposes of
the following:
A. Contractor will be solely responsible for payment
of any Federal or State taxes required as a result
of this Agreement.
B. This Contract is not intended to entitle Contractor to
any benefits generally granted to County employees.
Without limitation, but by way of illustration, the
benefits which are not intended to be extended by this
Contract to the Contractor are vacation, holiday and
sick leave, other leaves with pay, tenure, medical and
dental coverage, life and disability insurance,

overtime, Social Security, Workers' Compensation,
unemployment compensation, or retirement benefits
(except insofar as benefits are otherwise required by
law if the Contractor is presently a member of the
Public Employees Retirement System).
C. The Contractor is an independent contractor for
purposes of the Oregon Workers' Compensation law (ORS
Chapter 656) and is solely liable for any Workers'
Compensation coverage under this Contract. If the
Contractor has the assistance of other persons in the
performance of this Contract, the Contractor shall
qualify and remain qualified for the term of this
Contract as a direct responsibility employer under ORS
565.407. If the Contractor performs this contract
without the assistance of any other person, Contractor
shall execute a Joint Declaration with County's
Workers' Compensation carrier absolving County of any
and all liability from Workers' Compensation provided
in ORS 565.029 (2).
8. Delegation and Reports. Contractor shall not delegate
the responsibility for providing services hereunder to any other
individual or agency, and shall provide County with periodic
reports to County at the frequency and with the information
prescribed to be reported by County.
9. Constraints. Pursuant to the requirements of ORS 279.310
through 279.320 and Article XI, Section 10, of the Oregon
Constitution, the following terms and conditions are made a part
of this Agreement:
A. Contractor shall:
(1) Make payments promptly, as due, to all persons
supplying to Contractor labor or materials for
the prosecution of the work provided for in this
Agreement.
(2) Pay all contributions or amounts due the
Industrial Accident Fund from such contractor or
subcontractor incurred in the performance of this
Agreement.
(3) Not permit any lien or claim to be filed or
prosecuted against County on account of any labor
or material furnished.
(4) Pay to the Department of Revenue all sums
withheld from employees pursuant to ORS 316.167.

B. If Contractor fails, neglects or refuses to make
prompt payment of any claim for labor or services
furnished to Contractor or a subcontractor by any
person in connection with this Agreement as such claim
becomes due, the proper offices representing County
may pay such claim to the person furnishing the labor
or services and charge the amount of the payment
against funds due or to become due Contractor by
reason of this Agreement.
C. Contractor agrees•to abide by all applicable Federal
and State laws governing conducting-business in
Oregon.
D. Contractor shall promptly, as due, make payment to any
person or partnership, association or-corporation
furnishing medical, surgical and hospital care or
other needed care and attention incident to sickness
and injury to the employees of Contractor, of all sums
which Contractor agrees to pay for such services, and
all monies and sums which Contractor collected or
deducted from the wages of Contractor's employees
pursuant to any law, contract or agreement for the
purpose of providing or paying for such services.
E. This Agreement is expressly subject to the debt
limitation of Oregon counties set forth in Article XI,
Section 10, of the Oregon Constitution, and is
contingent upon funds being appropriated therefore.
Any provision herein which would conflict with law are
deemed inoperative to that extent.
10. Hold Harmless. Contractor shall be responsible for any
and all injury to any and all persons or property- caused directly
by reason of any and all activities by Contractor in the
performance of this Agreement; and further agrees to indemnify and
save harmless the County, its officers, and employees from and
against all claims, suits, actions, damages, costs, losses and
expenses in any manner resulting from, arising out of, or
connected with any such injury.
11. Contra for Not An Agent of County. It is agreed by and
between the parties that. Contractor is not carrying out a function
on behalf of the County, and County does not have the right of
direction or control of the manner in which Contractor delivers
services under this Contract or exercise any control over the
activities of the Contractor.
12. Insurance. The Contractor shall carry as minimum
personal injury and property damage insurance in the amounts of
$200,000 per person for personal injury, $50,000 for property
damage and $500,000 total for all claims arising out of a single
accident or occurrence. When said insurance policy contains an

aggregate limit, the Contractor shall provide an additional
$1,000,000 excess insurance coverage. The contractor shall
include Deschutes County by and through its Department of Public
Works, its officers, agents, and employees as named insured on
insurance policies insured for this project, or shall furnish an
additional insured endorsement naming the same as additional
insured to the Contractor's existing public liability and property
damage insurance.
13. Non - Discrimination. Contractor agrees that no person
shall, on the grounds of race, color, creed, national origin, sex,
marital status, or age, suffer discrimination in the performance
of this Agreement when employed by Contractor.'

a partner or joint venturer with Licensee in connection with
activities carried on under this Contract, and shall have no
obligation with respect to Contractor's debts or any other
liabilities of each and every nature.
