DESCHUTES COUNTY BOARD OF COMMISSIONERS
January 22, 1992
Chairman Maudlin called the meeting to order at 10 a.m. Board
members in attendance were Dick Maudlin, Tom Throop and Nancy Pope
Schlangen. Also present were: Rick Isham, County Counsel; Tom
Blust, County Engineer; Kevin Harrison, Senior Planner; Karen
Green, Community Development Director; Susan Mayea, Board Office
Manager.
1. PUBLIC HEARING: 73RD STREET LID
Before the Board was a public hearing on the proposed
formation of a Local Improvement District for a portion of
73rd Street and Gift road in Whispering Pines Estates. Tom
Blust said Whispering Pines Estates was about half way between
Bend and was west of the highway. They received 19 petitions
from the 29 lots resulting in 65% being in favor of the
formation of the LID. A resolution initiating these
proceedings was signed by the Board on November 6, 1991, and
the Engineer's Report was accepted December 18, 1992. The
improvement consisted on approximately 3,500 lineal feet
grading, base rock, and paving with a estimated cost of
$130,650. He recommended an equal assessment for each of the
29 benefitted lots for a per lot assessment of $4,505. The
Public Works Department had received four letters in
opposition to the LID. He recommended proceeding with the
LID.
Chairman Maudlin opened the public hearing for testimony.
There being no one who wished to testify, the public hearing
was closed.

2. PLAN AMENDMENT AND ZONE CHANGE FOR SHIELDS
Before the Board was signature of Ordinance 92-005 amending
PL -20, Deschutes County Year 2000 Comprehensive Plan Map,
changing the Commercial plan designation to Limited Rural
Industrial on approximately 15 acres of real property in the

LaPine Rural Service Center; and Ordinance 92-006 amending
Title 18, the Deschutes County zoning map, changing the zone
designation from RSC to R -I and applying the LU Combing Zone
on approximately 15 acres of real property in the LaPine Rural
Service Center.
Kevin Harrison said the Board held a public hearing on October
1, 1991 to consider the request for a plan amendment (PA -90-9)
and zone change (ZC-90-10) on property owned by the Shields
family in LaPine. The Board made a motion to approved the
requested amendments and directed staff to prepare findings
and a final order which were included in these ordinances.

MP -91-29
Before the board was signature of MP -91-29 creating two 20 -
acre farm parcels with 16 and 17 acres of irrigation each in
an EFU-20 zone. The property was currently 40 acres off Young
Avenue.

PROPOSED COUNTY TAX BASE MEASURE
Rick Isham said a schedule had been developed to get a County
tax base measure on the May ballot. A public hearing had to
be held at least 30 day prior to the date the measure had to
be submitted to the County Clerk in order to make it on the
May Ballot. The date it had to be to the County Clerk was
March 19, 1992, so he suggested the Board schedule a public
hearing on this matter for February 12, 1992. The amount of
the proposed measure would be $9.99 million.
The Board agreed to schedule the hearing on February 12, 1992,
at 10 a.m. in Room A of the Juvenile Justice Center.
ACCOUNTS PAYABLE VOUCHERS
Before the Board was approval of the weekly Accounts Payable
Vouchers in the amount of $361,551.96.

RESOLUTION 92-004 AMENDING FEE RESOLUTION 91-012
Before the Board was signature of Resolution 92-004 amending
Resolution 91-012, adopting the 1991-1992 fee schedule for
County services. Karen Green said she was requesting to add
a new fee for Limited Electric Service which would cover low
energy electric service in residences and commercial
dwellings. They had previously not had a fee for this
service. The fee would take effect on February 1, 1992.

ADVISORY COMMITTEE
Commissioner Schlangen requested that the Board remove Bob
Lovlien and Ted Fehrenbacher from the Farm Lands Advisory

committee. She recommended Parker Johnstone and Bob Rockway
to replace them. Chairman Maudlin felt that the committee was
already too large for a good working group and suggested not
making any replacements. Commissioner Throop agreed.
Commissioner Throop expressed concern about the process used
to make the appointments on this committee and said he
couldn't support it. The Board got the list of appointments
a couple of hours before they were to make appointments. The
people on the list had already been contacted and a meeting
scheduled before the Board saw the list. However, he felt the
Board should make the best of it and continue with the group
already approved.
MAUDLIN: I would like to put it in the form of a motion,
that we do remove Bob Lovlien and Ted Fehrenbacher
and not make further appointments.

APPOINTMENTS TO THE DESCHUTES COUNTY BUDGET COMMITTEE
Susan Mayea said there was one vacation on the Budget
Committee this year to replace Ted Schassberger. The position
was advertised and two people were interested. Mike Dalessi
and Ernest DeCort. The Board had previously appointed Mike
Dalessi to that vacation. However, Kathy Gerlicher had
indicated she would not be able to serve this year, so another
replacement was needed. Ms. Mayea recommended replacing Ms.
Gerlicher with Ernest DeCort for the year that left on her
appointment. She and Commissioner Throop had meet with Mr.
DeCort and he had a lot of experience including governmental
budgeting. He was retired and had a mini ranch between Bend
and Redmond.
