RESOLUTION NO. 92 -010 0108 1539 WHEREAS, the Board of County Commissioners of Deschutes County, Oregon has determined that a new tax base should be established as authorized by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of county affairs within the limitation contained in Article XI, Section 11, Oregon Constitution; and WHEREAS, it is necessary to submit the question of establishing a new tax base to the legal voters of Deschutes County, Oregon; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Date of Election. The measure set forth in Section 2 of this Resolution shall be submitted in the manner prescribed herein to the qualified voters of Deschutes County, Oregon, at a county tax base election to be held May 19, 1992 the statewide primary election. Section 2. Form of Question. At the county tax base election, there shall be submitted to the legal voters of Deschutes County, Oregon, for their approval or rejection, the following measure: CAPTION: TO ESTABLISH A TAX BASE QUESTION: Shall Deschutes County be authorized a $9,970,000.00 tax base beginning with the 1992 -93 fiscal year? SUMMARY: Proposed tax base will allow tax - supported services to return to full time with regular Friday business hours. Funds are provided for new jail operations in the approved jail. No new programs funded. Tax base will be limited to an annual increase of six percent pursuant to section 11, Article XI Oregon Constitution. Levy of the tax base is subject to the limits of section lib, Article XI of the Oregon Constitution. The revenues to be raised will be used exclusively for other governmental purposes. The County's current tax base is $6,637,203.00. Proposed tax base will raise $9,970,000.00 in the 1992 -93 fiscal year and will result in an estimated tax rate for all County services of $1.99 per thousand dollars assessed valuation. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information from the county assessor at the time of the estimate. Approval of this measure would not reduce the property tax collections of other non - school district units of local government available under the provisions of section lib, Article XI, Oregon Constitution and implementing legislation. Section 3. Notice. The county clerk shall give notice of the election as provided in the general election laws. Section 4. Filing. The signed notice of measure election shall be filed with the Deschutes County Clerk on March 16, 1992.
