WHEREAS, the Board of County Commissioners have determined to
submit to the qualified voters of Deschutes County, Oregon, a tax
base measure in the amount of $9,970,000.00 beginning with the
1992-93 fiscal year; and
WHEREAS, the Board of County Commissioners having made the
decision to include the measure, its ballot title and explanatory
statement in the state voters' pamphlet; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. That the county tax base measure as set forth
in Exhibit "A," attached hereto and by this reference incorporated
herein, referred to the qualified voters of Deschutes County,
Oregon, at the May 19, 1992, statewide primary election, be
published in the state voters' pamphlet in accordance with Chapter
1.12, Deschutes County Code, and that the explanatory statement for
voters pamphlet marked Exhibit "B," attached hereto and by this
reference incorporated herein, be submitted as the county's
explanatory statement.

a measure election will be held in Deschutes County.

The Ballot Title content requirements of ORS 250.035 and 250.039 (10 word maximum Caption, 20
word maximum Question and 85 word maximum Summary) apply to all county measures. Tax levy
and bond measures have additional statutory requirements. Below are the different types of
measures and the statute which refers to the additional language requirements, if applicable.
INDICATE WHAT TYPE OF MEASURE WILL APPEAR ON THE BALLOT (SELECT ONE):
(1) This is a non -money county measure. The ballot title appears on the back.
(2) This is a county bond measure. The additional statement required in the Question
portion of the Ballot Title by ORS 250.035 shall not be included in the word count. The
ballot title appears on the back.
(3) This is a county measure authorizing a tax levy or establishing a new tax base.
Additional wording required in the Summary portion of the Ballot Title by ORS 310.395
shall not be included in the word count. The ballot title appears on the back.
a(4) This is a county tax levy which is in addition to the tax base provided in section 11,
Article XI of the Oregon Constitution or which establishes a new tax base. Therefore,
the Summary shall be a concise and impartial statement of not more than 175 words,
explaining the chief purpose of the measure and giving reasons for the measure (ORS
310.390). The ballot title appears on the back.

Proposed tax base will allow tax -supported services to return to full time with regular
Friday business hours. Proposed tax base retains Sheriff's traffic safety team patrols
and keeps Deschutes County's libraries open. Funds are provided for new jail operations
in the approved jail. No new programs funded.
Tax base will be limited to an annual increase of six percent pursuant to section 11,
Article XI Oregon Constitution. Levy of the tax base is subject to the limits of
section 11b, Article XI of the Oregon Constitution. The revenues to be raised will be
used exclusively for other governmental purposes. The County's current tax base is
$6,637,203.00.
Proposed tax base will raise $9,970,000.00 in the 1992-93 fiscal year and will result in
an estimated tax rate for all County services of $1.99 per thousand dollars assessed valu-
ation. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best
information from the county assessor at the time of the estimate.
Approval of this measure Would not reduce the property tax collections of other non -school
district units of local government available under the provisions of section 11b, Article
XI, Oregon Constitution and implementing legislation.

1. Each form MUST be typewritten. The form shall be rejected if it is not.
2. The completed form(s) and TWO copies must be received by the Secretary of State, Elections Division, 141 State Capitol, Salem,
OR 97310, no later than 5:00 p.m. on the filing deadline day. Any forms received after 5:00 p.m. on that day shall be rejected.
3. An original signature of the individual or representative of the county or district office MUST be included on the completed
form(s) or the form(s) shall be rejected.
4. The telephone number and contact person are critical to insure communication with the appropriate person. The telephone
numbers are for Elections Division use only and shall not be printed in the voters' pamphlet.
5. Measures and filing fees MUST be submitted at the same time.
6. Measures SHALL NOT be returned to the county or district for proofreading.
7. The Secretary of State shall correct spelling errors.
8. The Secretary of State SHALL NOT correct grammar or punctuation errors.
9. Only error in fact corrections may be made: if the request for the correction is made in writing, if the request is received in this
office no later than 5:00 p.m. on the filing deadline day and if the Secretary of State agrees the requested correction is an error in
fact.
10. A county or district official may submit an amended measure until 5:00 p.m. on the filing deadline day. No changes shall be
accepted after that deadline. The revised measure form must indicate it is amended.
INSTRUCTIONS FOR COUNTY OR DISTRICT MEASURE
1. A county or district official must file a county or district measure if a county or district measure is to be printed in the state
voters' pamphlet.
2. The county or district official submitting the measure shall be deemed its author and publisher.
3. Measures submitted for inclusion in the state voters' pamphlet become public record immediately upon submission.
4. The space for measures is sold per page. A page is defined as 500 words or 29.8 square inches. However, the word count will
depend upon the format used in the measure. The information which appears as the "HEADING" is included in the word count
for the measure.
5. If the material submitted exceeds the limit, the Secretary of State, at the Secretary's discretion, may edit the measure to insure
compliance.
6. If the ballot title or text of the measure requires more space than provided on this form, it may be typed on a separate sheet of
paper and submitted attached to this form.
