Acting Chair Throop called the meeting to order at 10 a.m. 'ard
members in attendance were Tom Throop and Nancy Pope Schlangen.
Also present were: Rick Isham, County Counsel; Bruce White,
Assistant County Counsel; Karen Green, Community Development
Director; Susan Mayea, Office Manager; Mike Maier, County
Administrator; Oscar Bratton, County Assessor; and John Wurst,
Chief Property Appraiser.
1. ORDER 92-018 REGARDING PP&L DECISION MAILING LIST
Before the Board was signature of Order 92-018 determining
that the decision on the Board on the PacifiCorp transmission
line be mailed to only certain representative parties to the
land use proceeding.
Bruce White said that under the Procedures Ordinance, the
County was required to send the decision to everyone with any
involvement with this issue. Since that would be well over
100 people and the decision was 22 pages in length, the
Planning Department requested that the Board approve an order
directing that the entire decision be sent to only
representational parties rather than all parties, however all
parties would receive a notice of the decision, the appeal
process, and where a copy of the decision could be obtained.

2. REQUEST FROM COUNTY ASSESSOR FOR CONTINUATION OF 40 -HOUR
WORKWEEK
Before the Board was a request from the County Assessor to
allow the ten people from his office, who were working with
the Boards of Equalization, to continue with their extended
40 -hour workweek for the first two weeks in March. If an
additional extension was needed beyond this time, he would
make another request of the Board.
SCHLANGEN: I move that we do a continuation of the 40 -
hour workweek for ten employees of the
Assessor's office for the first two weeks of
March --to be reviewed for the rest of the

Acting Chair Throop recessed the meeting until 1:30 p.m.
At 1:30 p.m. Acting Chair Throop reconvened the meeting of the
Deschutes County Board of Commissioners.
3. ORDINANCE 92-011 AMENDING DESCHUTES COUNTY CODE
Before the Board was signature of Ordinance 92-011 amending
the Deschutes County Code Sections 1.12.030, Preparation of
Ballot Titles and Explanatory Statements; 1.12.040, Judicial
Review of Ballot Titles and Explanatory Statements; and
1.12.060, Filing of Material with Secretary of State.
SCHLANGEN: Move first and second reading of Ordinance 92-
011 by title only.
THROOP: Second.

4. RESOLUTION 92-010 CALLING A TAX BASE ELECTION ON MAY 19, 1992
Before the Board was signature of Resolution 92-101 providing
for the calling of a County tax base election on Tuesday,
May 19, 1992, for the purpose of submitting the question of
establishing a new tax base to the voters.
SCHLANGEN: Move approval of Resolution 92-010.

4. ORDER 92-017 ON INCLUSION IN STATE VOTERS' PAMPHLET
Before the Board was signature of Order 92-017 reflecting the
decision of the Board to include the County tax base measure,
its ballot title, and explanatory statement in the State
Voters' Pamphlet.
