FINDINGS
That the Sunriver Business Park annexation to LaPine Rural Fire
Protection District will allow the provision of public facilities
and services to the property by providing fire protection services
in accordance with Statewide Goals as follows:
1. Further the extension of public facilities services to
the property by providing fire protection services.
2. The Deschutes County comprehensive Plan states that
"public facilities and services shall be provided at
levels and in areas appropriate for such uses." Fire
protection for this area is an appropriate and necessary
service.
3. Policy #5 of the Public Facilities section of the
Comprehensive Plan states that the county "shall
encourage the formation of special service districts to
serve rural needs rather than becoming involved with
serving those needs."
4. Statewide Planning Goal #11 states that "Public
facilities and services for rural areas should be
provided at levels appropriate for rural use only and
should not support urban uses." The existing subdivision
is not an urban use.
