Chairman Maudlin called the meeting to order at 10:10 a . Bfard
members in attendance were: Dick Maudlin, Tom Throop and Nancy
Pope Schlangen. Also present were: Rick Isham, County Counsel;
Julie Dotson, Mental Health; and Darrell Davidson, Sheriff.
1. ERNEST MONEY AGREEMENT FOR NEW JAIL SITE
Before the Board was Chair signature of an ernest money
agreement to purchase property (on Highway 20, west of the
State Police Office) for the new County jail. The Board had
met in Executive Session prior to this meeting to discuss the
purchase of this site and negotiations to purchase an
adjoining property of 7.45 acres.
THROOP: I would move Chair signature on the ernest money
agreement contingent upon the variety of factors
that have been described on the second page of that
ernest money agreement, and I would like to
emphasize #6 which is satisfactory completion of a
public hearing to be held on April 21, 1992.
SCHLANGEN: Second the motion.
Commissioner Throop pointed out that this site was recommended
by the Jail Siting Committee, and in Executive Session the
Board had the opportunity to review the materials which the
siting committee used in making its decision. He pointed out
that one of the contingencies which had to be met prior to the
purchase of the property was that the Board hold a public
hearing on the proposed purchase with a satisfactory outcome
for this site.

2. MJP-91-12
Before the Board was signature of MJP-91-12 creating three
parcels near the Sisters Airport in an RR -10 and partially in
an F-2 zone for the Gills.

3. PAID OVERTIME FOR SATURDAY WORK IN CDD
George Read came before the Board to request approval to have
staff volunteers work on mapping on Saturdays and to pay them
at the time and one-half rate. Since new applications were
coming into the department in record numbers, and they were
already busy with periodic review work, the mapping was
falling behind. He felt there would be adequate funds to pay
this overtime given the number of new applications being
processed.
The Board agreed to allow Saturday overtime at the time and
one-half rate.
