Chairman Maudlin called the meeting to order at 8:45 a.m. Board
members in attendance were: Dick Maudlin, Tom Throop and Nancy
Pope Schlangen. Also present was Rick Isham, County Counsel.
ORDER 92-046 INITIATING THE FORMATION OF TRANSPORTATION DISTRICT
Before the Board was consideration of Order 92-046 initiating the
formation of a Transportation District within Deschutes County.
Rick Isham said the Cities of Redmond and Bend had adopted a
resolution approving this order. However the City of Sisters had
postponed the item. He said Karen Cacy, Chair of the Formation
Committee, had attended the Sisters' City Council meeting. She
told him that there was barely a quorum and they didn't want to
deal with the issue. She had explained that it was urgent that
they take action before today's Board meeting, but they still
wanted to wait until the 28th. The Board expressed regret that
they had not been informed sooner of the Sisters City Council's
lack of approval.
Rick Isham said the Board could not take action on this order
without approval from the cities in Deschutes County, and that
today was the deadline for meeting the time line as published by
the Secretary of State for the election of a Board of Directors for
the proposed transportation district. He was not sure whether
having a different publication date would present a problem for the
formation of the district, however he had been trying to avoid
confronting the issue by meeting this deadline. This entire
process was changed due to passage of Ballot Measure 5.
The Board asked Rick Isham to contact the City of Sisters and ask
if their Council members would agree to have a phone meeting today
to take action on this item. This meeting was continued until
4 p.m.
Chairman Maudlin reconvened the meeting at 4 p.m. The same parties
were in attendance.
Rick Isham said the City of Sisters had been able to meet and
consider a resolution adopting the order, however they voted not to
sign the resolution. Commissioner Throop asked if this meant "the
Sisters City Council killed the opportunity to vote on the transit
district this November." Rick Isham said there might still be some
options, i.e. the Board could form the District not including the
City of Sisters, however this would require going back to the other

cities to get approval of the change in the proposed district. He
said the City of Sisters felt that the level of detail on the
economic feasibility statement was not adequate, and that the
presentation had left more questions than answers.
The Board asked that Rick Isham make a final recommendation on how
to proceed at their meeting the following Wednesday, May 27, 1992.
COUNTY OFFER FOR ADDITIONAL PROPERTY FOR JAIL SITE
Before the Board was approval of submission of an offer to purchase
additional property for the jail site. Rick Isham said the owners
would have until Monday to accept the offer. If this offer was not
accepted, the County would proceed without this property. The
Board agreed to sign the offer.
