BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE BLACK BUTTE RANCH
SERVICE DISTRICT, as follows:
Section 1. That the Board of County Commissioners of Deschutes
County, Oregon, acting as the governing body of the Black Butte Ranch
Service District, hereby adopts the Budget approved by the Budget
Committee for the fiscal year 1992-93, in the total sum of $366,480,
marked Exhibit "A," attached hereto and, by this reference,
incorporated herein.
Section 2. That the Budget Officer of the Black Butte Ranch
Service District file a copy of the Budget as finally adopted with
the County Clerk and County Assessor of Deschutes County, Oregon, and
with the Department of Revenue, State of Oregon, in accordance with
ORS 294.555.

Budget Message
FY 1992-93
The Black Butte Ranch Service District will complete its second year of
operations June 30, 1992. This budget is for the fiscal period July 1,
1992 - June 30, 1993, and represents few significant changes from the
previous year.
The district has one operating department, the Department of Police
Services, which provides law enforcement to the district, and contracted
private security services for Black Butte Ranch Corporation (BBRC) and
Association (BBRA). There are six full-time year round police officers
employed by the district. Management services are currently provided
by contract with BBRA; however, the district managing board is
studying alternative methods for administering the district's business.
For purposes of this budget, it is assumed the costs will be no greater
than represented through the present arrangement.
Revenue and expenditure levels as proposed are comparable to the
current year's budget, as few changes have been made in the district's
operation. There are no current negotiations for transfer of certain
utility functions from Black Butte Ranch Corporation, or other
considerations at present for altering significantly the district's
activities.
Capital expenditures include one patrol unit (replacement) for $16,000.
Funds for radios (replacement) and remodeling of the patrol garage are
also budgeted.
The district continues to gradually build an adequate cash reserve base.
Investments are made through the Local Government Investment Pool
(LGIP), which realized an average annual yield of 5.25% in 1991.
