RESOLUTION NO. 92-063 WHEREAS, the Board of County Commissioners of Deschutes County, Oregon has determined that a two-year serial levy should be submitted to the qualified voters of the County outside the tax base as established by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of Deschutes County Sheriff's Department; and WHEREAS, it is necessary to submit the question of authorizing a two-year serial levy to the legal voters of Deschutes County, Oregon; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Date of Election. The measure set forth in Section 2 of this Resolution shall be submitted in the manner prescribed herein to the qualified voters of Deschutes County, Oregon, at a special election to be held September 15, 1992. Section 2. Form of Question. At the serial levy election, there shall be submitted to the legal voters of Deschutes County, Oregon, for their approval or rejection, the following measure: CAPTION Sheriff's Two-year Operating Serial Levy. QUESTION Shall Deschutes County levy $909,292.00 each year for two years outside tax base for Sheriff operating purposes beginning in 1992-93? SUMMARY Funds provided under this levy will be used exclusively for Sheriff operations to reinstate 24 hour a day, seven day a week patrols, continue the DARE anti-drug program in schools, fund positions formerly in the traffic PAGE 1 - RESOLUTION NO. 92-063 (7-29-92) CHLD 0118,1912 safety program and reinstate jail staff to full time. Funds will continue Sheriff programs at staffing levels authorized for 1991-92 fiscal year. No new programs are funded. The total amount to be raised by the two-year serial levy for Sheriff operation purposes is $1,818,584.00. This amount of proposed taxes are outside the limitation imposed by Section 11, Article XI, Oregon Constitution. The estimated tax impact of this measure is 19 cents per thousand dollars assessed valuation. The estimated tax cost for this measure is an ESTIMATE ONLY based upon the best information available from the County Assessor at the time of the estimate. Approval of this measure would not reduce the property tax collections of other non -school district units of local government available under the provisions of Section 11(b), Article XI, Oregon Constitution and implementing legislation. The revenues raised will be used exclusively for other governmental purposes. Section 3. Notice. The county clerk shall give notice of the election as provided in the general election laws. Section 4. Filing. The signed notice of measure election shall be filed with the Deschutes County Clerk on July 29, 1992. DATED this 29th day of July, 1992.
