Chairman Maudlin called the meeting to order at 10 a.m. Board
members in attendance were: Dick Maudlin and Nancy Pope Schlangen.
Also present were: Bruce White, Assistant Legal Counsel; and Karen
Green, Community Development Director.
1. CONSENT AGENDA
Consent agenda items before the Board were: #1, approval of
Organizational Modification in the Public Works Department;
#2, approval of Right-of-way Acquisition for Old Bend -Redmond
Highway Intersection with Tumalo-Deschutes Road; #3, signature
of Development Agreements for Broken Top (for the Golf Course
and the Administration Building Site Plans); #4, Chair
signature of Liquor License Renewals for Deschutes Fly &
Tackle in LaPine; Black Butte Ranch Glaze Meadow Golf Snack
Bar, Pro Shop, and Lodge; Sisters KOA Campgrounds; Wickiup
Junction; Lucky's Tavern in Bend; Butler Market County Store;
Hampton Station in Brothers; Bend KOA; East Lake Resort; A &
B Meat Market; LaPine Moose Lodge #2093 and Redmond Moose
Lodge #323; #5, signature of Resolution 92-063 submitting two-

CONSERVATION EASEMENT FOR KAPLAN
Before the Board was signature of a Conservation Easement from
Gary Kaplan as a condition of approval for LM -92-58.

MP -91-33 FOR WILLIAM HALL
Before the Board was signature of MP -91-33 dividing a 29.7 -
acre parcel into two lots in a Highway Commercial Zone on the
corner of Robal Lane and Highway 97 for William Hall.

PERSONAL SERVICES CONTRACT WITH DOUGLAS REINTHAL
Before the Board was signature of a Personal Service Contract
with Douglas D. Reinthal to screen adolescents who have
received minor -in -possession referral to determine whether the
adolescents need to attend a drug and alcohol education
program. He would also coordinate and facilitate an early
intervention program designed to help adolescents make
productive and healthy choices regarding drugs and alcohol.

LUBA REMAND ON DESTINATION RESORT MAPPING
Bruce White said it was Legal Counsel's opinion that the
public hearing concerning Eagle Crest scheduled for last week
should not go forward because of the recent LUBA remand on
destination resort mapping. He had urged the applicant (Eagle

Crest) to file a motion with LUBA requesting that they clarify
the extent of their remand. The County received a response
from LUBA yesterday stating that they didn't believe they had
the authority to issue a clarification. He and Karen Green
had agreed that the hearing should not go forward on Monday,
August 3, 1992, as had been discussed. They needed more time
to consider the alternatives and needed to consult with Rick
Isham and George Read prior to making a recommendation. He
felt they would be prepared with a recommendation by the
Board's August 5, 1992, meeting. One possibility being
considered was readopting the map without the areas within
three miles of the Deschutes County border being mapped for
destination resorts. He said they also needed to determine
whether making this type of change would require holding
another public hearing. In any case, he felt the County would
have to give 10 -days notice of any kind of map adoption. Bob
Lovlien, on behalf of Eagle Crest, said that their concern was
that this issue be resolved as quickly as possible.
