Chairman Maudlin called the meeting to order at 10 a.m. Board
members in attendance were: Dick Maudlin, Tom Throop and Nancy
Pope Schlangen. Also present were: Jana Snowball, 9-1-1 Director;
Paul Blikstad, Planner; Catherine Morrow, Planner; Bruce White,
Assistant County Counsel; Rick Isham, County Counsel; Karen Green,
Community Development Director; George Read, Planning Director; and
Dave Leslie, Planner.
Chairman Maudlin convened the meeting as the Governing Body for the
Deschutes County 9-1-1 County Service District
1. PUBLIC HEARING: 9-1-1 COUNTY SERVICE DISTRICT TAX LEVY
Before the Board was a Public Hearing for citizens and
representatives of local government to communicate to the
Board of County Commissioners the effect of the proposed
increase in Deschutes County's current tax levy authority on
other units of local government. The Deschutes County 9-1-1
County Service District was seeking elector approval of an
increase in their current tax levy authority of $721,631 (tax
base amount of $446,631 and serial levy amount of $275,000) to
$821,631 for the 1993-94 fiscal year.
Chairman Maudlin opened the public hearing and asked for
testimony.
Jana Snowball said the 9-1-1 County Service District would be
asking voters for approval of an updated tax base November 3,
1992. The residents of Deschutes County were currently paying
15.5 cents per thousand dollars of assessed value. With
approval of the updated tax base, the rate would be just over
16.5 cents per thousand dollars of assessed value. The new
rate would incorporate the current tax base and their existing
serial levy plus an additional $100,000. The current fiscal
year (92-93) was the last year for the serial levy.
Charles Trachsel, Chief, Cloverdale RFPD, recommended this
minimal increase in the taxing levy authority.
There being no one else who wished to testify, the public
hearing was closed.
Rick Isham said that after 30 days, the district would bring
the tax measure to the Board for adoption and referral to the
voters.

Chairman Maudlin adjourned the meeting of the governing body for
the Deschutes County 9-1-1 County Service District and convened as
the Deschutes County Board of Commissioners.
2. MP -91-57 FOR RBC BROADCASTERS
Before the Board was approval of signature of MP -91-57 which
would divide a nine -acre parcel off Antler Avenue in Redmond
into three lots in an RL zone for RBC Broadcasters. Karen
Green said this partition was not ready for signature today,
but might be ready tomorrow. The tax penalty for the
disqualified parcel still had to be paid. As soon as the
Planning Director saw a receipt for this payment, he would
sign off on the plat. She said the Assessor's Office had
commented that two of the three parcels would no longer be in
farm deferral as a result of the partition under tax law.
There was another statute under land use law which required
prepayment of disqualification taxes under certain
circumstances and one of the lots fell within those
circumstances. She recommended that the Board approve the
partition subject to this condition being met, since waiting
until Wednesday's meeting would cause in a financial loss for
the applicant.

taxes being paid and Planning Director's signature.
