DESCHUTES COUNTY BOARD OF COMMISSIONERS

Chairman
-Chairman Maudlin called the meeting to order at 10:10 a.m. Boarf
members in attendance were: Dick Maudlin, Tom Throop and Nancy
Pope Schlangen. Also present were: Rick Isham, County Counsel;
Cynthia Komurka, Animal Control Officer; Sue Brewster, Assistant
County Counsel; Mike Maier, County Administrator; Larry Rice,
Public Works Director; Brad Mulvihill, Community Corrections; and
Dennis Maloney, Community Corrections Director.
1. CONSENT AGENDA
Consent agenda items before the Board were: #1, signature of
Declaration of Dedication for portion of SW 18th Street in
Bend; #2, chair signature of contract with architects. for the
new jail--Lombard-Conrad Architects; #3, appointment of Dick
Spray to Deschutes County Bicycle Advisory Committee; #4,
signature of Riverview.Vista Estates Phase III Subdivision
Plat for Eagle Crest; #5, chair signature of liquor license
application for Simply Sensational Caterers and license
renewal for Three River Market; #6, signature of MP -92-20
dividing a 40 -acre parcel into two 20 -acre parcels in an EFU-
20 zone on Neff Road for Arn Hanson; and #7, appointment of
members to the Deschutes County/COCC Cooperative Library
Planning Committee.

2. ORDINANCE 92-013 RELATING TO KENNEL LICENSING
Before the Board was signature of Ordinance 92-013 amending
Chapter 6.04, Dog Licenses of the Deschutes County Code,
relating to kennel licensing. This ordinance added a
definition of "Commercial Kennels" to mean any premises where
4 or more dogs, at least 4 months of age, were kept
commercially for board, breeding, training or sale. The
minimum number of dogs had been changed from 5 to 4 to be
consistent with other provisions in the code.
In a related matter, Officer Cynthia Komurka would be working
on the design of a sign for along the roadside notifying
people that dogs who were in violation of the County code
could be put down. She would bring it back to the Board for

THROOP: I'll move approval of the policy/proposal.
SCHLANGEN: Second.
Chairman Maudlin expressed concern that more money was going
out of the Public Works budget while the landfill rates were
going up. Commissioner Throop felt the more garbage that
could be diverted from the landfill, the less it would cost
the citizens of Deschutes County over the long haul. He said
the primary reasons for the rate increases were the changes in
state and federal regulations over which the County had no
control.

4. ACCOUNTS PAYABLE VOUCHERS
Before the Board were weekly bills in the amount of
$164,454.13.

5. AWBREY BUTTE HOMESITES, PHASE 19
Before the Board was signature of City of Bend Subdivision

6. CLOVERDALE RURAL FIRE PROTECTION DISTRICT RESOLUTION
Before the Board was acknowledgement of receipt of Cloverdale
Rural Fire Protection District Resolution 92-1 creating a
Contract Review Board composed of the District Board of
Directors instead of using Deschutes County.

7. PASSAGE OF SHERIFF'S LEVY
Mike Maier said that as a result of the passage of the
Sheriff's levy, the department had gone back to a 40 hour work
schedule that day. They would be filling three existing
vacant deputy positions, and there would probably be another
vacancy in the next 45 days.
8. POSSIBLE LEASE OF OFFICE SPACE IN REDMOND
Mike Maier gave the Board an update on the possible use of a
building in Redmond to house the County services needed in
that area. He said he met with the realtor and the owner, and
they would accept a reduced rent of $.38 a foot for this
commercial office space. He had offered that if the space
were suitable for the County Departments' needs and if the
funds could be found in the involved department's budgets, the
County would enter into a one-year lease for $2,000 a month.
The space was over 5,000 sq. ft., it had parking and 800 sq.
ft. of storage. He was asking the Health, Mental Health,
Community Corrections, Juvenile and Sheriff's Departments to
look at the space to see if it would satisfy their current
needs without any remodeling. The County would pay the
utilities, and the owner would pay the property taxes. He
would come back to the Board after an evaluation had been
made. The Board felt this was an exciting opportunity for the
County to have a long -needed and community -requested presence
in Redmond.
