Also present were: Bruce White, Assistant County Counsel; Catherine Morrow, Planner; and George Read, Planning Director. PUBLIC HEARING ON AMENDMENTS TO THE DESCHUTES COUNTY COMPREHENSIVE PLAN MAP Before the Board was a public hearing on Ordinances 92-060 and 92-061 amending the Deschutes County Comprehensive Plan Map. The amendments to the map were part of the County's Periodic Review and were required to update the plan map to reflect the current Comprehensive Plan and to be consistent with zoning changes since adoption of the map. Catherine Morrow said Ordinance 92-060 would adopt a map that made sure that all of the rural residential areas (MUA-10 and RR -10) which were not shown on the original Comprehensive Plan Map, but were in fact zoned rural residential in 1979, were included on the new Comprehensive Plan Map. Ordinance 92-061 would amend the 1979 Comprehensive Plan Map to make the Comprehensive Plan designations consistent with the zoning boundaries. Some of the designations which were shown on the 1979 Comprehensive Plan Map had been removed from the new map because they were not "base" zones but "overlay" zones, i.e. landscape management overlay zone. The new Comprehensive Plan Map would indicate only the "base" zones, i.e. agriculture, rural residential, forest. The zoning maps would still show the "overlay" zones. She said the new map would also make the boundaries consistent with the zoning boundaries. The flood plain zone, which was a "base" zone, had been removed from the Comprehensive Plan Map, however where the flood plain zone was adjacent to another zone, the other zone designation was extended to the river rather than following the flood plain boundary. That was true in all cases except in the LaPine area where the flood plain zone would be maintained as agriculture, because the flood plain in this area was riparian meadows, and the intention of the Comprehensive Plan was that the agricultural zone in the LaPine area would encompass all of the riparian meadows. It was done this way because the County did not require a comprehensive plan amendment if someone's land was located in the flood plain boundary. Chairman Maudlin opened the public hearing and asked for testimony. There being no one who wished to testify, the public hearing was closed.
