Riley Road has become a safety hazard to the traveling public on O.B. Riley Road and WHEREAS, it appears necessary that parking of vehicles not be allowed within the public right-of-way on or adjacent to all of O.B. Riley Road that lies within the West one-half of the Southeast one quarter of Section 6, Township 17 South, Range 12 East W.M., Deschutes County, Oregon; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That a No Parking Zone be established for the public right-of-way on or adjacent to the traveled portion of O.B. Riley Road - No Parking Zone ******************************************************************************* The Oregon State Parks and Recreation Department has requested a no parking zone along O.B. Riley within the Tumalo State Park boundary. Attached is a copy the Parks and Recreation Department's letter of request and a vicinity map showing the proposed no parking zone. The Parks and Recreation Department is raising the day use entry fee from $2.00 to $3.00 per day, which will potentially increase the number of vehicles parking along O.B. Riley Road to avoid the park fee. Due to the nature of the road in this area an increase in the number of vehicles parking along O.B. Riley road would create several maintenance and safety hazard problems. O.B. Riley Road is classified as a rural arterial road and has a 21 foot wide oil mat surface south of the park entrance road and a 32 foot wide asphalt surface north of the entrance road. Within the Tumalo State Park boundary the road has several sharp curves, three intersecting roads and a bridge crossing the Deschutes River. Vehicles pulling off and on the road to park along the shoulder will cause the edge of the oil mat pavement to break up, increasing the County's maintenance costs. Because of the curves, intersecting roads, and bridge, the increased parking along O.B. Riley Road will also create an additional safety hazard on an already bad section of road. The Public Works Department recommends that the Board of County Commissioners approve the resolution establishing a no parking zone along that portion of O.B. Riley Road as described in the attached resolution. 0120-"0993 December 22, 1992 Al Driver Public Works Department 61150 SE 27th Bend, OR 97702 Re: "NO PARKING ZONE" DESIGNATION PARKS AND RECREATION DEPARTMENT Tumalo State Park As per our conversation on the 22nd; I am requesting a "No Parking Zone" designation along O.B. Riley RD as it passes through Tumalo State Park. See attached map for the area that needs signing. We will be raising our day use entry fee from $2.00 to $3.00 per day. This higher rate will increase the number of vehicles that park along O.B. Riley Rd. to avoid the fee. Approximately 20 to 25 cars will park along the road. The road shoulders will experience more damage. 'Cars that park along the road edge at the day use entrance block the site path of exiting vehicles, which creates and extremely hazardous situation.
