1993-11461-Order No. 93-117 Recorded 4/8/1993BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES An Order Abandoning * 93"11461 Deedon Road L.I.D. within Deschutes County, Oregon ORDER NO. 93-117 012'1-0830 WHEREAS, on October 7, 1992, the Board of County Commissioners of Deschutes County, Oregon, initiated by Resolution 92-076, the improvement of a certain dedicated road known as Deedon Road; and WHEREAS, the resolution was referred to the County Engineer to investigate the improvement and the estimated cost of improvement, and the cost estimate of this improvement has been prepared in accordance with ORS 371.625; and WHEREAS, notice pursuant to ORS 371.630 has been mailed to each benefited property owner; and WHEREAS, a hearing on the proposed improvement was held on April 7, 1993, at the Deschutes County Juvenile Justice Building, Bend, Oregon, for the purpose of hearing remonstrances to said improvements: and WHEREAS, ii objections constituting 50 percent of the owners of land representing more than 50 percent of the total amount of the assessment for the proposed improvement were filed with the Board of County Commissioners regarding said road improvements; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the improvement of a certain dedicated public road known as Deedon Road is hereby declared abandoned and no new petition may be filed and no new resolution may adopted for this improvement within a period of a year after the date of this order. Z: EXHIBIT "A" 0121 _0832 M E M O R A N D U M TO: BOARD OF COUNTY COMMISSIONERS FROM: TOM BLUST, COUNTY ENGINEER DATE: FEBRUARY 24, 1993 SUBJECT: ENGINEER'S REPORT FOR DEEDON ROAD L.I.D. ******************************************************************************* Deschutes County received a request to improve Deedon Road near LaPine, Oregon. Due to this request, the Deschutes County Board of Commissioners initiated a Local Improvement District by Resolution No. 92-076 signed on October 7, 1992. The Resolution was referred to the Deschutes County Public Works Department for an engineering investigation of the proposed improvements in accordance with ORS 371.625. The engineer's investigation of the Deedon Road Local Improvement District found the following: 1. In the engineer's judgment, improving the roads to Deschutes County Road Standards for a Rural Local Road is feasible. 2. For this road to meet County Road Standards, the following work must be completed: a. Mobilization - normal mobilization costs incurred in preparation of the work. b. Construction Surveying - Slope staking, subgrade stakes and base stakes set by contractor's surveyor. C. Traffic Control - signs and flaggers will be provided to warn, safeguard, protect, guide and inform the public and the workers. d. Subqrade - some earthwork will be required to provide proper drainage. ENGINEER'S REPORT 1 PAGE . +, 01 21—®833 e. Base - placing, shaping, compacting and fine grading of base will be required. An eight (8) inch depth of compacted cinder base will be utilized. The finished width shall be thirty-two (32) feet measured between the edge of shoulders. f. Paving - the paving will be an 0-9 Asphaltic Penetration Macadam (Oil Mat). The pavement will be twenty-four (24) feet in width. g. Miscellaneous Work - resetting mailboxes and patching existing driveways. h. Engineering and Administration - the expenses incurred by the County in the preparation of plans and specifications, inspection, surveying, accounting and payment collection and other incidental costs to Bancroft Bond the project. 3. The estimated cost for improving the roads as outlined above, is: a. Mobilization $ 7,000.00 b. Construction Surveying $ 3,855.00 c. Traffic Control $ 3,925.00 d. Subgrade $17,065.00 e. Base $25,641.00 f. Paving $19,794.00 g. Miscellaneous Work $ 6,000.00 h. Contingency (15%) $12,500.00 i. Engineering & Administration $19,166.00 $114,996.00 4. The fairest method of assessment for the Local Improvement District would be equal assessments for each lot within the district. There are 20 specially benefited lots within the L.I.D. and the cost to each lot would be $5,749.80. 5. Attached is a description, assessed value, estimated assessment and name of owner for each lot in the Local Improvement District.
