WHEREAS, County Government has a long and rich history 'Q i54t�of the oldest
forms of local government in America; and
WHEREAS, during the 1800s and the early part of this century, the primary
functions of county government involved the administration of justice, law enforcement, and
the building and maintenance of roads. In recent decades, the responsibilities of county
government have grown enormously; and
WHEREAS, the duties of our nation's county governments now range from the
preservation of public safety to environmental protection. Every county is unique, but most
provide such services as directing housing and community development programs, and
working to solve area -wide problems such as air and water pollution, solid waste disposal,
and drug trafficking; and
WHEREAS, counties care for America. For many ill, elderly and low-income
Americans, the county is often the only available source of help in obtaining health care and
other social services. Counties not only provide health care, but also promote wellness and
health prevention; and
WHEREAS, in recognition of the leadership, innovation and valuable service
provided by our nation's counties, April 17-24, 1993 has been declared "National County
Government Week"; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That Deschutes County, in conjunction with the nation, designates and
proclaims the week of April 17-24, 1993 as "County Government Week."
