RESOLUTION NO. 93-033
WHEREAS, the long tradition of Public Health Nursing began 100 Years ago when
Lillian Wald opened the Henry Street Settlement House in New York City, offering care
for mothers and children, the ill and the elderly poor who had no medical care available;
and
WHEREAS, a group of concerned citizens who formed the Visiting Nurse
Association with donations from the community hired the first nurse, Mrs. Lucy Morgan in
1902 and began Public Health Nursing in Oregon; and
WHEREAS, prevention is the main emphasis of Public Health Nurses and through
their supervision, intervention and concern has brought about the eradication of Smallpox
and control of Diphtheria, Tetanus, Measles, Mumps, Rubella, Poliomyelitis and other
communicable diseases; and
WHEREAS, Public Health Nurses have advocated for access to health care for the
poor, immunizations, communicable disease control, school nursing, family planning, home
health care, prenatal care, infant and child care in well child clinics; and
WHEREAS, Public Health Nurses continue to work in the areas of maternal and
child health, teen-age pregnancies, drug and alcohol abuse, homelessness, mental health,
AIDS, Hepatitis, violence, rape and homicide, making a significant contribution to our
society; and
WHEREAS, Public Health Nurses offer nutrition information, parenting classes,
hospice care, jail and skid row services, practicing often in innercity and rural areas and who
are often the only accessible health care provider; and
WHEREAS, this important work is still going on and is still needed in our
communities; now, therefore,

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. The Board of County Commissioners of Deschutes County, Oregon
recognize and honor the past accomplishments of Public Health Nurses and support the
future endeavors of Public Health Nursing by proclaiming May 2, 1993 as Public Health
Nurses Day.
