1993-18516-Minutes for Meeting May 10,1993 Recorded 6/8/19931 0126-1135 93-18516 EXCERPT FROM MINUTES%r= r DESCHUTES COUNTY BOARD OF COMMISSIONERS '=d` May 10, 1993 1, r Chair Throop called the Work Session to order at 10:05 a.m. Bod"rr members present were Tom Throop, Nancy Pope Schlangen, and Barry Slaughter. Also in attendance were Tom Blust, County Engineer; Paul Blikstad, Planner; Patsy Hovick, Planner; Bruce White, Assistant Legal Counsel; George Read, Planning Director; and Dave Leslie, Planner. DECISION ON LM -92-176 AND SP -92-167 FOR THE DESCHUTES COUNTRY STORE Chair Throop started by requesting that Patsy Hovick report what happened regarding the public notice of the hearing on this item. Patsy reported that all procedures seemed to have been followed. She did not know why some people did not receive notice. Chair Throop stated that his concern was that this store would become more visible to Highway 97. He stated that in the initial approval it was very clear that this was to be a local store to serve Deschutes River Woods and not to troll for traffic from the highway. Chair Throop felt that the landscaping should be kept as native vegetation. He also would like to not see a door on the east side of the store. He felt there had been a violation regarding the landscaping in the past. He wants to make sure the landscaping plan is adequate. Chair Throop also requested that the lighting be the new type which is directed downward rather than up. Commissioner Slaughter felt it would be possible to reduce the visibility of the canopy and screen the whole area from the highway. Commissioner Schlangen felt that the site plan improvements were covered in the modifications submitted. She stated the door on the east side would be fine as it would be for limited access for customers paying for gasoline. She felt that the canopy met all of the standards. She said the rural service to that area is needed. SCHLANGEN: I am prepared to uphold the Planning Director's decision with the Planning Commission's modifications. This motion died due to the lack of a second. SCHLANGEN: I move to uphold the decision with the Planning Commission's modifications and the Board's modifications which include low sodium and shielded lighting, turf to be replaced by trees, one-half glass door on h It ,east side, BEY FJ"ickoFILMEci X1993 JILL 1 ol 1923 0126-1136 and the store should be 80% screened within 5 years. VOTE: SCHLANGEN: YES SLAUGHTER: YES THROOP: YES DISSOLUTION OF ROAD DISTRICT NO. 4, DESCHUTES PINES SANITARY DISTRICT HILLMAN ADDITION SANITARY DISTRICT AND MORGAN SPECIAL ROAD DISTRICT Bruce White reported that these were involuntary dissolutions of special road districts. He requested authorization to file the financial statements of these four special districts with the Clerk's office. The Orders would need to be signed on May 12, 1993, setting a hearing date for these districts. SCHLANGEN: I move the filing of financial statements of the four special district listed.
