Section 1. That the Board of County Commissioners of
Deschutes County, Oregon, acting as the governing body of the
Deschutes County Extension and 4-H Service District, hereby adopts
the Budget approved by the Budget Committee for the fiscal year
1993-94 in the total sum of $214,273, marked Exhibit "A," attached
hereto and, by this reference, incorporated herein.
Section 2. That the Budget Officer of the Deschutes County
Extension and 4-H Service District file a copy of the Budget as
finally adopted with the County Clerk and County Assessor of
Deschutes County, Oregon, and with the Department of Revenue, State
of Oregon, in accordance with ORS 294.555.

Budget Message
Deschutes County Extension and 4-H Service District
Fiscal Year 1993/1994
This proposed budget document for fiscal year 1993/94, in compliance with O.R.S.
194.391, is hereby submitted to the budget committee. The proposed budget was
prepared by the budget officer in accordance with the direction of the County
Manager, Extension Advisory Council and the Oregon State University Agricultural
Fiscal Department.
The major source of revenues to fund the district is a tax base passed May 18, 1982.
The tax base was increased 6% for fiscal year 1992/93 (126,911). For fiscal year
1993/1994, the tax base is increased by 6% to $134,525. Ninety percent will be
collected this year. This increase is allowed by the Oregon Constitution, Article XI,
Section 11.
Additional resources are received from Oregon State University Forestry and Energy
Extension programs. This money pays for a .5 clerical position in both the Bend and
Redmond offices. OSU Energy also covers telephone, photocopy and travel expenses
for the Energy agent. Travel and other expenses for the Forestry agent are charged
to another account and are not taken out of district funds.
Other income sources come from Land Sales ($50.00), OSU Program Revenue
($2,500), Interest ($2,500), 4-H Publication Sales ($1,500), previously levied taxes
($10,000), and miscellaneous ($15,000).
The proposed budget includes personnel services, materials and services, capital
outlay, and operating contingency. This provides resources for the County Extension
staff to conduct educational programs to Deschutes County citizens. The budget
document consists of estimated expenditures reflecting current economic conditions.
Changes include reducing the 4-H youth program aide from 36 hours to half time
(18 hours). This was necessary in order to keep from using up the cash carryover.
The estimated $32,000 cash carryover is necessary to cover anticipated expenditures
from July 1, 1993 to November 1993 when tax revenues are expected.
Other changes include adding $15,000 to miscellaneous revenue to cover any grants
or contracts that may be received. This money would then be used to pay for the
half 4-H youth program aide position that was reduced. If revenues are not received
then this half 4-H youth program aide position would not be funded.

A line item was created for custodial supplies. These supplies are presently
purchased out of the office supplies line item. The building maintenance line item
was increased significantly to cover projected costs to comply with the American
With Disabilities Act.
Capital outlay projected purchases included an overhead machine for the Bend office
and folding chairs for the Redmond office conference room.
We will continue to operate at the current 36 hours per week until an updated tax
base can be passed. It is projected that if a new tax base is not passed then next
year we will have to eliminate the 4-H youth program aide position in order to
maintain services at current levels.
Consideration is given to all items to provide education and facilitate quality
programs within the scope of O.R.S. 451.
The district uses the cash accounting system in compliance with the method used for
the Deschutes County General Fund.
