Cwo RESOLUTION -NO. 93-044 BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY 9-1-1 COUNTY SERVICE DISTRICT, as follows: Section 1. That the Board of County Commissioners of Deschutes County, Oregon, acting as the governing body of the Deschutes County 9-1-1 County Service District, hereby adopts the Budget approved by the Budget Committee for the fiscal year 1993- 94, in the total sum of $1,155,680, marked Exhibit "A," attached hereto and, by this reference, incorporated herein. Section 2. That the Budget officer of the Deschutes County 911 County Service District file a copy of the Budget as finally adopted with the County Clerk and County Assessor of Deschutes County, Oregon, and with the Department of Revenue, State of Oregon, in accordance with ORS 294.555. The 9-1-1 Service District is not funded by any City or County Government. It operates on it's own tax base and serial levy. In 1990, voters approved a serial levy which will expire this year. Voters will be asked to renew the levy on June 29th. Last year, over 400 public safety calls were handled in Deschutes County every day. That's an increase of more than 300% from 1985 when the service began. The Service District is responsible for responding to the telephone calls of the general public for police, fire and emergency medical assistance, and for dispatching such assistance to help safe the lives and property of our citizens. The demands on public safety agencies throughout the County are increasing at an unprecedented rate. To help the District meet the increase in telephone calls and dispatched calls, the 9-1-1 User Board supports a two year staffing plan which began in FY 92/93. The plan requires the reclassification of (2) operational positions and increasing (2) part-time positions to full-time. The District's proposed FY 93-94 budget outlines an overall revenue increase of 7%. A proposed 13% increase in Personnel Services is balanced with a 5% reduction in Material Services and a 24% reduction in Capital Outlay.
