Facilities at the Former COTEF Facility. *93-220717> RESOLUTION NO. 93-062 WHEREAS, public land comprises 79 percent of DeschutesCounty's land mass and, on those public lands there is major emphasis on recreation, natural resources, and wildlife habitat; and WHEREAS, we have young people who need work experience to be prepared to enter the work force; and there are some young people who achieve their educational goals better in nontraditional settings; and WHEREAS, there is a continued need to stimulate the economy and foster the healthy growth of business in the region; and WHEREAS, the Army's COTEF facility east of Bend is scheduled to be vacated by the Army; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. Deschutes County supports a joint effort with the U.S. Forest Service, National Guard, participating school districts, private business, chambers of commerce, city commissions and councils, and the private youth service sector to establish a Community Conservation Corps to be located at the U.S. Army's former COTEF facility located in Deschutes County, Oregon. Section 2. The purpose of this initiative is to avail the citizens of Deschutes County of the Community Conservation Corps, maximize environmental quality on public lands, afford an alternative which permits every Central Oregon youth who chooses to do so to obtain a secondary education, and maintain the return of a substantial investment of public dollars to the citizens of the United States.
