BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON

WHEREAS, Central Oregon has one of the nation's
colleges, and the Central Oregon Community College is
of our Central Oregon communities, and

WHEREAS, Central Oregon Community College's current library does
not meet accreditation standards, and
WHEREAS, enrollment has increased 400 percent since the current
library facility was built over 25 years ago and, in the past 25
years, college libraries have significantly changed the way they
provide information to their students and public, and
WHEREAS, Central Oregon urgently needs four-year and graduate
programs, which depend heavily on increased library services and local
telecommunications capability, and
WHEREAS, Central Oregon's communities and businesses are
demanding that Central Oregon Community College deliver programs and
services throughout the district, and
WHEREAS, the Learning Information Network Center (LINO) will
benefit all Central Oregonians by providing a 21st century library,
and LINC will equalize college services throughout the college
district.
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF COUNTY
COMMISSIONERS OF DESCHUTES COUNTY, OREGON, supports Central Oregon
Community College's ZINC project and urges Deschutes County voters to
support the bond measure on the Se tember ballot that will build LILAC.

Central Oregon is surrounded by communities that have what we don't have: local access
to information and higher education that businesses need to be competitive. It doesn't
have to be that way.
• Imagine having world-wide access to marketing and technical data,
what you want, when you want it.
• Imagine bringing world-class trainers to your workplace
• Imagine making advanced and graduate -level courses available to
your employees, on the Central Oregon Community College campus,
at your local COCC Center, or in. your company offices.
We don't have that capability right now. La Grande, Corvallis, Klamath Falls, Eugene,
Salem and Portland have it. So do other communities. They have invested scarce
resources to help assure their citizens and businesses have these support systems which
are pre -requisites for survival in this decade and into the next century.
We haven't. Not yet, anyway...
• Imagine connecting Central Oregon Community College with ZINC,
the Learning Information Network Center.
• Imagine that connection providing access to data bases and a vast
array of other computer systems anywhere in the world.
• Imagine LINC working as the Central Oregon teleconferencing
center, providing satellite links that send and receive business
training and higher education courses to every community in our
district.
• Imagine LINC tapping into a library collection suitable for 2 -year, 4 -
year, and graduate -level study.
• Imagine LINC fully automating the library system at Central Oregon
Community College.

We need all of this...
On the mail -in ballot this September, Central Oregon voters will have a chance to support a
bond measure that will build LINC. It won't be free --but by pooling our resources, it won't
be expensive.
Since` 1988, the tax rate for COCC has decreased from $1.68 to $1.15 per $1,000 assessed
value. The proposed levy will amount to about 23 cents per $1,000 of assessed property
value, which will cost approximately $23 a year for a home assessed at $100,000. This
means that even with the passage of the LINC bond measure, the total amount we will all be
paying to support COCC in 1994 will be 30 cents less per $1,000 assessed value than we
paid in 1988.
Imagine bringing Central Oregon even with the rest of Oregon.... imagine if we don't.
The bottom line is Central Oregon businesses need LINC. This is a project we should all get
behind. Can we count on your support? Please indicate how on the enclosed card, and
return it to the THINK LINC Committee by August 15, 1993.
