A Resolution Requesting Legislation to Require
that Funding be Provided for any Future Unfounded
Federal Mandate Imposed on Local Governments.

ME NEM, the practice of imposing but not providing funding for a programs or
requirement that addscost or takes away revenue fran local goverrnrient creates an
unfunded mandate; and 0128-0215
MENEM, the goal to be achieved by the mandate is often laudable but the
failure to include funds for the program or requirement results in the federal
goverrnrent having a blank check to use local property tax and other local revenues;
and
ME NEM, the federal government is turning more to unfunded mandates as a way
of fuming new national priorities; and
AREAS, the practice of unfunded federal mandates has become eiocessive,
rising frcm zero in the 1950s to 12 in the 1960s, 22 in the 1970s, and 27 in the
1980s; and
M]EREAS, such mandates are imposed without consideration for local
circumstances or capacity to implement the requirement, cause a strain on already
tight local budgets, and set priorities for use of local tax dollars without local
input; and
MENE M, if the people who draft such legislation also have to pay for it,
they will be much more careful in drafting the legislation and deciding on their
priorities; and
WHEREAS, unfunded federal mandates constitute a hidden tax on local citizens,
and every dollar spent on such mandates is one dollar less that can be spent on
fighting crime, providing health services, enhancing transportation systems, and
other local priorities; now, therefore,
BE IT RFOLVED BY THE BOARD OF CMM MO NISSIONERS OF DESMITES CMM,
OREGON, as follows:
Section 1. That Deschutes County calls upon Congress and the Executive Branch
to enact legislation requiring that funding be provided for any future federal
mandate imposed on local governments
