1993-40252-Ordinance No. 93-055 Recorded 11/4/199393-40252 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF An Ordinance Amending Deschutes County Code Chapter 2.12 Defining the Usual Business Days and Hours of Operation of Deschutes County; Providing for Exceptions; Providing for the Posting of Signs; and Declaring an Emergency. ORDINANCE NO. 93-055 REVIEWED LE COUNSEL DESCHUTES COUNTY, OREGON 0128-0403 WHEREAS, Deschutes County will have insufficient general fund revenue in the 1993-94 fiscal year to operate general fund supported operations on a full-time basis; and WHEREAS, sufficient revenues will be available for the operation of general fund departments on 7.5 hours, five -days -a - week basis; and WHEREAS, in order to balance the 1993-94 fiscal budget, as adopted, hours of operation must be reduced; and WHEREAS, the Board of County Commissioners of Deschutes County, Oregon, declares a fiscal emergency for the 1993-943 fiscal year; and WHEREAS, ORS 203.035 allows the county to exercise authority within the county over matters of county concern, to the fullest extent allowed by constitutions and laws of the United States and of the State of Oregon; and WHEREAS, ORS 205.242 provides that the County Clerk shall not be reduced to any extent greater than the reductions for other non- emergency county services housed within the same building; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON ORDAINS as follows: Section 1. That from October 4, 1993, until June 30, 1994, Deschutes County Code Section 2.12.010 is amended to read as set forth in Exhibit "A," attached hereto and by this reference incorporated herein. Section 2. That Deschutes County Code Section 2.12.030 is amended to read as set forth in Exhibit "A," attached hereto and by this reference incorporated herein. Section 4. That this Ordinance being necessary for the immediate preservation of public peace, health and safety, an emergency is declared to exist, and this Ordinance takes effect on passage. The regular business days for the county shall be Monday through Friday of each week from 8:00 a.m. to 4:30 p.m. each business day, except legal holidays, [and]except as provided in Section 2.12.020 of this chapter. The board of county commissioners may establish days and hours of operation for any county department different from the regular business days and hours described in Section 2.12.010 of this chapter to meet legal or operational needs of the county. The establishment of hours and days of operation under this section shall be in compliance with ORS 205.242. Signs shall be posted at or near all entryways to Deschutes County buildings, setting forth the regular business days and hours of the county.
