Chair Tom Throop called the meeting to order at 9:02 a.m. i6a±d1Jjbf
Commissioners in attendance were Tom Throop, Nancy Pope ScIAaAgen,
and Barry Slaughter. Also in attendance were Rick Isham, CouRy
Counsel; Susan Mayea, Support Services Manager; Darrell Davidson,
Sheriff; Greg Brown, Sheriff's Department; -Mike Maier, County
Administrator; Karen Green, Community Development Director; George
Read, Planning Director; and Bruce White, Assistant County Counsel.
1. PUBLIC HEARING: ORDER NO. 93-190 FORMING BEAVER SPECIAL ROAD
DISTRICT
Before the Board was a public hearing on Order No. 93-190,
forming Beaver Special Road District. Bruce White reported
this proposal covers an area south of Sunriver. The election
on this special road district would be held in May of 1994.
Chair Throop opened the public hearing. There being no
testimony, the public hearing was closed.

2. APPOINTMENT OF EVERETT TURNER AND JERRI SLY TO THE DESCHUTES
COUNTY PLANNING COMMISSION

Sly to the Deschutes County Planning Commission to fill the
Sunriver and LaPine vacancies.

SIGNATURE OF RESOLUTION NO. 93-091, ADOPTING RESIDENTIAL ANTI -
DISPLACEMENT AND RELOCATION ASSISTANCE PLAN
Before the Board was signature of Resolution No. 93-091,
adopting Residential Anti -displacement and Relocation
Assistance Plan, required as part of the Community Development
Block Grants for the LaPine Community Campus and Terrebonne
Water District.

VIDEO ECONOMIC DEVELOPMENT GRANT FOR SUNRIVER CHAMBER OF
COMMERCE
Before the Board was a Video Economic Development Grant for
Sunriver Chamber of Commerce. Susan Mayea reported Sunriver
Chamber of Commerce was requesting $10,078 for the purpose of
dining, shopping, and lodging guides, business directory
updates, calendars and newsletters.

JAIL UPDATE PRESENTATION
Greg Brown gave some background history regarding the bond
issue to fund the new jail project. He reported the opening
date of the new jail would be fall of 1994. The new site will
increase the capacity from the present 54 beds up to 150. The
building could hold up to 210 beds. With the addition of
another wing, the total capacity would be 320 inmates which
would be handled with the present kitchen and laundry
facilities. The new facility will be for men and women.
SHERIFF'S SPLIT RATE LEVY
Greg Brown reported the split rate tax levy sets a different
rate for city residents than it does for those living outside
the city. The city rate would be $.53 per thousand dollars of
assessed value, and the rural rate would be $.85 per thousand.
HOUSE BILL 2003 UPDATE
Commissioner Schlangen reported the Legislature passed a bill
creating a new State Commission on Children and Families for
the delivery of human services throughout the state. The
Governor will be appointing a State Commission. The Children
and Youth Services Commission that we now have will be
replaced.
SECOND READING AND CONSIDERATION OF ORDINANCE NO. 93-049,
TRANSIENT ROOM TAXES
Before the Board was the second reading and consideration of
Ordinance No. 93-049, Transient Room Taxes. Commissioner
Slaughter reported the transient room tax changes will be
presented to the voters at the November 9, 1993 election.

DISCUSSION OF SUNRIVER INCORPORATION
Before the Board was discussion of the Sunriver Incorporation.
Chair Throop reported 11% of the County's general fund is
dependent on county room taxes and approximately 70% of that
comes from Sunriver. This is a problem the present Board
inherited.
Rick Isham reviewed the background of the petition being filed
for the Sunriver Incorporation. He reviewed the proposed
calendar of the hearings regarding the Sunriver Incorporation
and reported it will be adopted on September 22, 1993.
Chair Throop stated that if anyone had recommendations
regarding the timeline set forth in the proposed calendar,
they should submit their recommendations to the Board of
County Commissioners in writing before the meeting on
September 22, 1993.

PUBLIC HEARING: "NO SHOOTING CORRIDOR" ALONG THE DESCHUTES
RIVER
Before the Board was a public hearing on the "No Shooting
Corridor" along the Deschutes River.
Bruce White reported there was a no shooting area formed in
the Deschutes River Recreation Homesites two years ago. It
had been noted that there were also conflict areas in
Sunriver. The proposed Ordinance No. 93-050 was drafted by a
group which included members of the Homeowners Association,
Department of Fish & Wildlife, U.S. Forest Service, Oregon
State Police and Deschutes County Sheriff's Office.
Bruce White reviewed the proposed areas to be closed to the
discharge of firearms. He reported that approximately 11.6
miles will be closed and about 6 miles will remain open.

Gina Turner asked the committee if this area would be
completely closed within the next five years. George Read
responded by reporting that in 1979 there were approximately
14,000 vacant lots from Sunriver south. The majority of the
area is zone rural residential.
Chair Throop asked how many vacant lots there were in the area
that is zoned to be left open. George Read reported there
were approximately 3,000-4,000 south of Sunriver.
Fred Todd, Deschutes Homesites No. 6, testified in support of
the "No Shooting Corridor" and requested that he would like
his home to be included in the closed section of the no
shooting corridor.
Dale Lorentson, Deschutes Homesites No. 6, also would like to
be included in the no shooting corridor.
Roy Miller testified in support of the "No Shooting Corridor"
along the Deschutes River.
Sonya Gregory testified in opposition of the "No Shooting
Corridor". She requested that the committee keep the river
open. She felt it was unfair to close this portion of the
river and was concerned that eventually the entire river would
be closed.
Tom Teela presented the Board of Commissioners with written
testimony from four people in opposition to the "No Shooting
Corridor". The letters were from Donna Green, Michael
Thompson, Lorrie Thompson and Thomas Teela. He felt this was
an unnecessary ordinance.
Rod Cathcart testified in opposition of the "No Shooting
Corridor". He felt the different interest groups should co-
exist rather than fight among themselves.
Linda Bays testified in opposition. She felt it was unfair to
take a right away.
Steve Rensrue testified in favor of the "No Shooting
Corridor". He reported there were several times when his home
had been hit with shot during the hunting season.
Denny Sullivan testified in support of the "No Shooting
Corridor". He reported that he was a hunter, but he felt it
was dangerous for these people to be allowed to shoot from the
river in this area.
Walter Seaborn testified in support of the "No Shooting
Corridor". He felt that General Patch Bridge should be
included in the corridor.

Bill Hanzen testified in support of the "No Shooting Corridor”
and requested that General Patch Bridge be added.
Everett Turner testified in favor of the "No Shooting
Corridor" and felt that the General Patch Bridge should be
included.
Mary O'Connor testified in support of the "No Shooting
Corridor".
Commissioner Schlangen suggested the record be left open for
written testimony for ten days and make a decision in two
weeks.
Chair Throop felt that one more meeting with staff and the
committee should be held to review the testimony presented at
this hearing. A meeting with the committee will be set on
Thursday, September 16, 1993, at 1:30 p.m. A decision will be
made on September 22, 1993 at the 10:00 a.m. Board of
Commissioners meeting.
