Also in attendance were Rick Isham, Legal Counsel; Greg Brown, Deputy Sheriff; Frank Moore, Mental Health Director; Julie Dotson, Mental Health Program Manager; Bruce White, Assistant Legal Counsel; Susie Penhollow, County Clerk; Mike Maier, County Administrator; Mike Viegas, Risk Management Coordinator; Jerie Schutte, Building Services Supervisor; George Read, Planning Director; and Karen Green, Community Development Department Director. 1. PUBLIC HEARING ON THE SHERIFF'S SPLIT -RATE LEVY Before the Board was a public hearing on the Sheriff's split - rate levy. Rick Isham reported legislation requires the governing body to hold a public hearing at least thirty days prior to the election date. Greg Brown,. Sheriff's Department, reported this was a three year levy which will raise $4,850,000 each year beginning with the fiscal year 1994-95. The proposed levy will raise $1,988,500 in the incorporated cities of Bend, Redmond and Sisters, and also in the areas of Sunriver and Black Butte Ranch. The reason Sunriver and Black Butte Ranch are included is that they have certified BPST law enforcement personnel that are paid for specifically by those local areas. The proposed levy would also raise $2,861,500 in the remainder of the unincorporated areas of the county. The estimated tax rate would be $.60 per thousand in the incorporated cities, Sunriver and Black Butte the first year; $.55 per thousand the second year; and $.51 per thousand the third year. In the unincorporated areas the tax rate would be $.94 per thousand the first year; $.87 per thousand the second year; and $.80 per thousand the third year. The proposed levy will replace the Sheriff's levy which expires in June 1994, it will allow the County to expand the number of jail beds from 54 to 150 with the necessary staff and materials in the new facility, and allow the County to hire 10 additional patrol deputies over the next two years. Chair Tom Throop opened the public hearing.
