RESOLUTION NO. 94-025
WHEREAS, the Board of County Commissioners of Deschutes County,
Oregon, acting as the governing body of the Deschutes County Extension
and 4-H Service District, has determined that a tax base measure should
be submitted to the qualified voters of the District to establish a new
tax base for the purposes of Article XI, Section 11, Oregon
Constitution, in order to permit the proper operation of the District;
and
WHEREAS, it is necessary to submit the question of authorizing a
new tax base to the legal voters of the District; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY
EXTENSION AND 4-H SERVICE DISTRICT, as follows:
Section 1. Date of Election. The measure set forth in Section 2
of this Resolution shall be submitted in the manner prescribed herein
to the qualified voters of Deschutes County Extension and 4-H Service
District, at a special election to be held May 17, 1994.
Section 2. Form of Question. At the serial levy election, there
shall be submitted to the legal voters of Deschutes County, Oregon, for
their approval or rejection, the following measure:
CAPTION: TO ESTABLISH A TAX BASE.
QUESTION: Shall the Deschutes County Extension and 4-H
Service District be authorized a $261,074 tax base
beginning with 1994-95 fiscal year? KCyp

SUMMARY: Provides funds for youth, family, farm, forest,
energy and leadership Extension programs.
Provides improved access to Extension programs by
being open full time and improving handicap
accessibility. Supports program aide in 4-H.
Continues educational programs.
Extension and 4-H Service District budget is
separate from Deschutes County budget. The tax
cost is estimated at 4.58 cents per $1,000 of real
market value, or $4.58 per year for a home
assessed at $100,000. The estimated tax cost for
this measure is an ESTIMATE ONLY based on the best
information available from the county assessor at
the time of the estimate. Current Extension and
4-H Service District tax base is $133,981.34.
Approval of this measure would not reduce the
property tax collections of other nonschool
district units of local government available under
the provisions of Section 11b, Article XI, Oregon
Constitution and implementing legislation. The
revenues raised will be used exclusively for
extension and 4-H services.
Section 3. Notice. The county clerk shall give notice of the
election as provided in the general election laws.
Section 4. Filing. The signed notice of measure election shall
be filed with the Deschutes County Clerk on or before March 17, 1994.
Section 5. Resolution 94-007 is hereby rescinded.
