DESCHUTES COUNTY BOARD OF COMMISSIONERS
March 16, 1994
Chair Nancy Pope Schlangen called the meeting to order a4'�,-I0:.10
a.m. Board of Commissioners in attendance were Nancy Pope
Schlangen, Tom Throop, and Barry Slaughter. Also in attendance
were Rick Isham, County Counsel; Larry Rice, Public Works Director;
Bruce White, Assistant County Counsel; Catherine Morrow, Planner;
Tom Wykes, Extension/4-H Service District; Brad Chalfant, Property
Manager; George Read, Planning Director; Mike Maier, County
Administrator; Sue Stoneman, Support Services Manager; Susan Mayea,
Support Services Manager; and Paul Blikstad, Planner.
CONVENE AS THE GOVERNING BODY OF EXTENSION/4-H SERVICE
DISTRICT
1. APPROVAL OF EXTENSION/4-H_SERVICE DISTRICT REVISED TAX BASE
Before the Governing Body of Extension/4-H Service District
was the approval of a revised tax base proposal.
Tom Wykes reported the tax base proposal has been reduced from
the amount of the original request of 6.4� down to 4.58 per
thousand. He reviewed the explanatory statement for the
County's voter pamphlet. The revised tax base totals $261,074
which was down from the previously proposed tax base of
$367,033.
THROOP: I'll move the amended submittal for the May
primary election for an updated tax base for
the 4-H/Extension Service District.

Rick Isham reported a Board of Commissioner's meeting would
need to be scheduled for Thursday, March 17, 1994, at 8:30
a.m. to adopt Resolution No. 94-025.

2. CONSENT AGENDA:
Consent agenda items before the Board were 1) signature of
resolution for redesignation of COIC as Job Training
Partnership Act Provider; 2) approved a Regional Reference
Referral Center Grant for the library; 3) approved out-of-
state travel for Larry Rice on April 20-22; 4) si nate of

contract with Barber, Barrett, Turner Architects for a
facility study; and 5) signature of a Development Agreement
for William and Janice Morgan for an industrial warehouse in
an IL Zone.

PUBLIC HEARING ON TA -94-7, AMENDMENT TO TITLE 18 TO DEFINE POT
BELLIED PIGS -AS DOMESTIC PETS, AND SIGNATURE OF ORDINANCE NO.
94-001
Before the Board was a public hearing on TA -94-7, amending
Title 18 to define pot bellied pigs as domestic pets, and
signature of Ordinance No. 94-001 amending Title 18.
Catherine Morrow, Planner, reported the proposed ordinance
does three things; 1) it defines pot bellied pigs by height to
distinguishes them from farm animals; 2) it excludes pot
bellied pigs from the definition of livestock so they will be
considered as domestic pets along with dogs and cats; and 3)
it includes pot bellied pigs for commercial purposes for
boarding, breeding, training and sale in the definition of a
kennel. If someone wanted to raise them commercially, they
would need a conditional use permit in the zones that allow
kennels.
Chair Nancy Pope Schlangen opened the public hearing.
Val Halton, President of the Central Oregon Pot Bellied Pig
Association, testified in support of the amendment to Title 18
to define pot bellied pigs as domestic pets.
There being no further testimony, Chair Nancy Pope Schlangen
closed the public hearing.

4. PUBLIC HEARING ON TA -93-20, AMENDMENT TO TITLE 18 TO PERMIT
SECONDARY ACCESSARY FARM DWELLINGS FOR RELATIVES, AND
SIGNATURE ORDINANCE NO. 94-002, AMENDING TITLE 18
Before the Board was a public hearing on TA -93-02, an
amendment to Title 18 to permit secondary accessory farm
dwellings for relatives, and signature of Ordinance No. 94-
002, amending Title 18.
Catherine Morrow reported that this ordinance was not quite
ready yet. She will renotice and hold the public hearing at
a later date.
Chair Schlangen opened the public hearing.
Marta Batha testified in support of the second dwelling per
family.
No further testimony was presented. Chair Schlangen stated
the public hearing will be renoticed and scheduled for a later
date.
5. PUBLIC HEARING ON TA -94-1, AMENDMENT TO TITLE 20,
COMPREHENSIVE PLAN TO ADOPT "1B" POLICIES FOR GROUND WATER AND
SCENIC RESOURCES, AND SIGNATURE OF ORDINANCE NO. 94-003,
AMENDING TITLE 20
Before the Board was a public hearing on TA -94-1, an amendment
to Title 20, Comprehensive Plan to adopt "1B" policies for
ground water and scenic resources, and signature of Ordinance
No. 94-003, amending Title 20.
Catherine Morrow reported this is an ordinance that is
required to comply with remand order for periodic review.
Chair Schlangen opened the public hearing.
No testimony was presented, therefore the public hearing was
closed.

EDUCATION SUMMIT III
Before the Board was a request for Economic Development
Lottery Funds for the Education Summit III. The amount of the
request was for $5,000.

for the Education Summit III project submitted
by Craig Christiansen on behalf of the
organizations, groups and citizens that re
involved in this wonderful community effort.

proclaiming April 1994 as Earth Month.
Mary Ellen Deckelmann reported this was the 5th annual Earth
Month for Central Oregon and the 24th year celebration of
Earth Day. There were many events planned to be held
throughout the month of April.

conjunction today with the Bend City
Commission who will also proclaim this
evening.

Equalization orders.

11. SIGNATURE OF RESOLUTION NO. 94-022, TRANSFER OF PROPERTY TO
THE CITY OF REDMOND
Before the Board was signature of Resolution No. 94-022,
transferring property to the City of Redmond, setting a
hearing for the purpose of hearing objections to the transfer
and providing notice.
Brad Chalfant reported this property is being transferred to
the City of Redmond with the intent the property is to be used
exclusively for public purposes. A public hearing regarding
this matter is scheduled for Wednesday, April 13, 1994, at
10:00 a.m.
