SUBJECT: ENGINEER'S REPORT FOR SEMINOLE CIRCLE L.I.D.
*******************************************************************************
Deschutes County received a request to improve a portion of
Seminole Circle in Bend, Oregon. Due to this request, the
Deschutes County Board of Commissioners initiated a Local
Improvement District by Resolution No. 94-029 signed on March
30, 1994.
The Resolution was referred to the Deschutes County Public
Works Department for an engineering investigation of the
proposed improvements in accordance with ORS 371.625. The
engineer's investigation of the Seminole Circle Local
Improvement District found the following:
1. In the engineer's judgment, improving the roads to
Deschutes County Road Standards for a Rural Local Road
is feasible.
2. For this road to meet County Road Standards, the
following work must be completed:
a. Mobilization - normal mobilization costs incurred in
preparation of the work.
b. Construction Surveying - setting of slope stakes,
subgrade stakes and base stakes for the contractor
to construct the road.
C. Traffic Control - signs and flaggers will be
provided to warn, safeguard, protect, guide and
inform the public and the workers.
d. Subgrade - earthwork will be required to construct
subgrade. There will be some construction required
to provide proper drainage.
0,135-1296
e. Base - placing, shaping, compacting and fine grading
of base will be required. A six (6) inch depth of
compacted aggregate base will be utilized. The
finished width shall be thirty-two (32) feet
measured between the edge of shoulders.
f. Paving - the paving will be an 0-9 Asphaltic
Penetration Macadam (Oil Mat). The pavement will be
twenty-five (25) feet in width.
g. Miscellaneous Work - resetting mailboxes and
patching existing driveways.
h. Engineering and Administration - the expenses
incurred by the County in the preparation of plans
and specifications, inspection, surveying,
accounting and payment collection and other
incidental costs to Bancroft Bond the project.
3. The
estimated cost for improving
the roads as outlined
above, is:
a.
Mobilization
$ 6,000.00
b.
Construction Surveying
$ 2,500.00
C.
Traffic Control
$ 1,500.00
d.

$ 8,000.00
e.

$23,000.00
f.

$13,000.00
g.

$ 5,000.00
h.

$71,000.00
4. The fairest method of assessment for the Local
Improvement District would be equal assessments for each
lot within the district. There are 23 specially
benefited lots within the L.I.D. and the cost to each
lot would be $3,086.96.
5. Attached is a description, assessed value, estimated
