1994-16467-Resolution No. 94-039 Recorded 4/22/199494-1646 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF A Resolution Initiating Proceedings for the Improvement of Certain Public Roads Known as Buffalo Drive, Mountain View Road, Appaloosa Drive, Palamino Drive, Cayuse Drive, Sorrel Drive, Pinto Drive, Longhorn Drive and Mustang Drive in Squaw Creek Canyon Recreational Estates, Deschutes County, Oregon; Describing the Roads to be Improved; Designating Where the Improvements Would be Made; Defining the Nature of the Improvements; and Referring this Resolution to the County Engineer for Investigation of the Proposed Improvements. REVIEWED DESCHUTE * 0135-1419 * RESOLUTION NO. 94-039 WHEREAS, owners of property abutting the proposed improvement of Buffalo Drive, Mountain View Road, Appaloosa Drive, Palamino Drive, Cayuse Drive, Sorrel Drive, Pinto Drive, Longhorn Drive and Mustang Drive in Deschutes County, Oregon, have requested the Board of County Commissioners to improve these roads as a local improvement; and WHEREAS, Chapter 12.48 of the Deschutes County Code allows for road improvements to be made pursuant to a process involving assessment of benefitted properties for the actual cost of such improvements and allows for the initiation of such a process by resolution of the Board of County Commissioners (Board); and WHEREAS, it appears that it is in the public interest that the Public Works Department of Deschutes County, Oregon, investigate the proposed improvements and report to the Board on the feasibility of proceeding with the proposed local improvements under Chapter 12.48 of the Deschutes County code; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That proceedings be initiated under Chapter 12.48 of the Deschutes County Code to improve the public roadway segments shown on the map attached hereto as Exhibit "A" and listed in Exhibit "B," both of which exhibits are by this reference incorporated herein. Section 2. That pursuant to section 12.48.150 of the Deschutes County Code the county engineer investigate the feasibility of improving said roads to Deschutes County rural local road standards in accordance with the scope of improvements listed in Section 3 of this Resolution. Section 3. Any improvements to be made to the roadways listed herein would include all or part of, but would not be limited to, the following: 1. Mobilization - normal mobilization costs incurred in preparation of the work. 2. Traffic Control - signs and flaggers would be provided to warn, safeguard, protect, guide and inform the public and the workers. 3. Subgrade - there would be some construction required to provide proper drainage. 4. Base - placing, shaping, compacting and fine grading of base. A six (6) inch depth of compacted aggregate base would be utilized. The finished width would be thirty-six feet measured between the edge of shoulders. 5. Paving - the paving would be an 0-9 Asphaltic Penetration Macadam (Oil Mat) or 211 of Asphaltic Concrete Paving. The pavement would be twenty-eight (28) feet in width. 6. Engineering and Administration - County expenses in preparation of plans and specifications, inspection, surveying, accounting and payment collection and other incidental costs required for financing the project.
