ORDER NO. 94-081 0130-1966 WHEREAS, an election in Deschutes County, Oregon, was held on May 17, 1994, on the measure set forth in Exhibit 1; and WHEREAS, the Abstract of Votes at the election, set forth in Exhibit 2, shows that a majority of the votes cast were not in favor of the measure; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That at the election held in Deschutes County, Oregon, on May 17, 1994, 623 electors voted YES and 1,514 electors voted NO on the measure captioned "Port of La Pine Formation," set forth in Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the Abstract of Votes, marked Exhibit 2, attached hereto and by this reference incorporated herein; and that the measure is declared to have been defeated. The election will be conducted by mail. The following shall be -the ballot: title of the measure to be submitted to the district's voters on this date: CAPTION (10 Words) Port of La Pine Formation. QUESTION (20 Words) Shall the proposed Port of La Pine be formed with a tax base of $51,750? *SUhUdARY (175 Words) Approval of this measure will allow formation of a special district called the Port of La Pine. A tax base of $51,750 would be authorized. The Port of La Pine is proposed to own and operate industrial sites in La Pine now owned by Deschutes County2 A port has broad powers to provide for a water distribution system and contract for road and sewer extension projects. The port can collect non -tax income and promote economic development within the district. A local budget process would be required for spending tag and non -tax income. The initial Board is appointed by the Governor. The port would thereafter be run by five locally elected commissioners from La Pine. A purpose of measure is to establish a tag base within limitations imposed by Section 11 and 11(b), Article XI, Oregon Constitution, and implementing legislation. Levy of tax base will not reduce property tag collection for other units of local government. Revenues raised will be used exclusively for port district purposes.
