That at the election held in Deschutes County, Oregon, on May 17, 1994, 7 electors voted YES and 4 electors voted NO on the measure captioned "To Form a Road District and Establish a Tax Base," set forth in Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the Abstract of Votes, marked Exhibit 2, attached hereto and by this reference incorporated herein; and that the measure is declared to have passed. Shall Beaver Road District be formed and a $3,000 tax base be authorized ")eginning with tax year 1994-95? '*SUMMARY (175 Wo "ids) A special road district would be established including Deschutes River, Recreation Homesites, Unit 8, Part 1, subdivision and including Foster Road (Forest Service Road 4205) between DRRH, Unit 8, Part 1 and County Road 42. The name of the district would be the Beaver Special Road District. The purpose of the district would be to provide for improvement and maintenance of roads within the district in accordance with ORS 371.305 to 371.360. If approved, this measure would authorize the district to tax properties within the district for road improvement and maintenance. The tax base would be limited to annual increases of 6% per year. Levy of the tax would be subject to the limits of Section llb, Article %I, Oregon Constitution. The revenue to be raised would be used exclusively for "other governmental purposes." There is currently no tax base. The proposed initial tax base would raise $3,000 in the 1994-95 tax year resulting in an estimated tax rate of $1.59 per thousand dollars of assessed valuation. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the County Assessor at the time of the estimate. Approval of this measure would not reduce the property tax collections of other non -school district units of local government available under the provisions of Section llb, Article %I, Oregon nstitution and implementing legislation.
