ORDER NO. 94-084 WHEREAS, an election in Deschutes County, Oregon, was held on May 17, 1994, on the measure set forth in Exhibit 1; and WHEREAS, the Abstract of Votes at the election, set forth in Exhibit 2, shows that a majority of the votes cast were not in favor of the measure; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That at the election held in Deschutes County, Oregon, on May 17, 1994, 302 electors voted YES and 826 electors voted NO on the measure captioned "Sunriver Incorporation," set forth in Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the Abstract of Votes, marked Exhibit 2, attached hereto and by this reference incorporated herein; and that the measure is declared to have been defeated. The following shall be the ballot title of the measure to be submitted to the district's voters on this date: CAPTION (10 Words) Sunriver Incorporation. QUESTION (20 Words) Shall the city of Sunriver be incorporated with a tax base of $2,000,000? *SUMMARY (175 Words) If approved, Measure will form city of Sunriver. It would have full city powers. City will include the 3,368 acre Sunriver planned community along with business park, 600 acres known as The Rivers, and 404 acres of forest land south of Spring River Road and east of South Century Drive. City will provide services such as fire, emergency medical, planning, police and road maintenance. It may provide other services. It will receive state revenues and grants. It may impose utility taxes and room taxes on nightly rentals. City will be governed by five member elected council. Measure includes approval of initial tax base of $2,000,000. City may levy the full amount of the tax base. The economic feasibility statement proposes no property tax in first fiscal year. Economic feasibility statement projects property tax levies in next two years at less than amount authorized by the initial tax base. A purpose of measure is to establish a tax base within limitations imposed by Sections 11 and 11b, Article Xl, Oregon Constitution and implementing legislation. Levy of tax base will not reduce property tax collections for o er units of local government Revenues raised will be used exclusively for city purposes.
