Solid Waste Disposal Alternative
and Directing Staff to Proceed.
RESOLUTION NO. 94-058
WHEREAS, the Deschutes County Department of Public Works has
completed a Solid Waste Management Planning process in cooperation with
Jefferson, Crook and Klamath Counties and funded in part with a grant
from the Department of Environmental Quality; and
WHEREAS, the Deschutes County Department of Public Works
implemented an extensive public information program; and
WHEREAS, public meetings were held in La Pine, Bend, Sisters and
Redmond where support for a new sanitary landfill was expressed; and
WHEREAS, about 75 percent of telephone calls to the Department of
Public Works expressed support for a new sanitary landfill; and
WHEREAS, the County's consultant, SCS, recommended developing a
new sanitary landfill; and
WHEREAS, the Solid Waste Advisory Committee ( SWAC ) recommended the
County develop a new sanitary landfill; and
WHEREAS, the Public Works' staff recommended the County develop a
new sanitary landfill; and
WHEREAS, the remaining useful life of the Knott sanitary landfill
is estimated to be four years requiring the County to develop a
disposal alternative in the immediate future; and
WHEREAS, the SWAC was asked to consider the recycle and transport
components of a solid waste management plan; and
WHEREAS, the SWAC, on May 31, 1994, recommended the County
purchase the existing recycle facilities at Knott and develop new
facilities, and that the existing transport service provided by the
Deschutes Transfer Company continue; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The Department of Public Works begin the process of
siting and developing a new sanitary landfill within the County in
accordance with federal, state and local laws, rules and ordinances.

Section 2. The Department of Public Works begin negotiations for
the purchase of the existing recycling facilities, license and
equipment owned by the Bend Garbage and Recycle Company at Knott.
Section 3. The Department of Public Works prepare a master plan
for the Knott site to include a recycling facility and municipal solid
waste transfer station.
Section 4. The Department of Public Works explore the contracting
for recycling processing, marketing and education with Conservation for
Central Oregon, Inc., dba Bend Recycling Team (BRT).
Section 5. The Department of Public Works assist the Bend Garbage
Company and BRT in the transfer of recycling responsibilities.
Section 7. The Department of Public Works facilitate the
integration of a waste reduction committee into SWAC.
Section 8. The Department of Public Works develop and maintain a
schedule designed to accomplish the closure of the existing Knott
sanitary landfill and the opening of a new sanitary landfill by the
fall of 1998.
