Chair Nancy Pope Schlangen called the meeting to order at i0.0-
a.m. Board of County Commissioners in attendance were Nancy Pope
Schlangen, Barry Slaughter, and Tom Throop. Also in attendance
were Scott Johnson, Commission on Children & Families Director;
Rick Isham, County Counsel; Brad Chalfant, Property Manager; Tom
Blust, County Engineer; George Read, Planning Director; Sue
Stoneman, Support Services Manager; and Bruce White, Assistant
County Counsel.
CONVENE AS GOVERNING BODY OF BLACK BUTTE RANCH SERVICE
DISTRICT
1. SIGNATURE OF CONTRACT BETWEEN DESCHUTES COUNTY SHERIFF'S AND
BLACK BUTTE RANCH SERVICE DISTRICT TO PROVIDE ENHANCED LAW
ENFORCEMENT SERVICES
Before the Board was signature of a contract between Deschutes
County Sheriff's Department and Black Butte Ranch Service
District to provide enhanced law enforcement services.

3. CONSENT AGENDA:
Consent agenda items before the Board of County Commissioners
were 1) signature of Order No. 94-056, accepting the
Engineer's Report relating to the improvement of Seminole
Circle L.I.D.; 2) signature of Order No. 94-057, accepting the
Engineer's Report relating to the improvement of Comanche
Circle L.I.D.; 3) signature of acceptance of two warranty
deeds for Butler Market Road extension; 4) approval of
amendment #7, 1993-95 Intergovernmental Agreement for the
Mental Health Department; 5) appointment of Dick Tobiason to
the Solid Waste Advisory Committee; 6) signature of Order No.
94-055, canvassing results of the Sheriff's Serial Levy
Election; and 7) signature of Orders No. 94-058 and 94-059,
establishing funds for the Unger Building purchase.

4. PUBLIC HEARING ON TOMAHAWK AVENUE VACATION AND SIGNATURE OF
ORDER NO. 94-030, VACATING A PORTION OF TOMAHAWK AVENUE
Before the Board was a public hearing on Tomahawk Avenue
Vacation and Signature of Order No. 94-030, vacating a portion
of Tomahawk Avenue.
Chair Schlangen opened the public hearing. There being no
testimony presented, the public hearing was closed.

5. PUBLIC HEARING ON TRANSFER OF REAL PROPERTY TO THE CITY OF
_REDMOND, SIGNATURE OF ORDER NO. 94-046, TRANSFERRING PROPERTY,
AND SIGNATURE OF BARGAIN & SALE DEED
Before the Board was a public hearing on the transfer of real
property to the City of Redmond, signature of Order No. 94-
046, transferring property, and signature of Bargain & Sale
Deed.

Brad Chalfant, Property Manager, reported this was the
transfer of approximately 13 acres to the City of Redmond for
the fairgrounds.
Chair Schlangen opened the public hearing. No testimony was
presented, therefore the public hearing was closed.

PUBLIC HEARING ON DESCHUTES COUNTY FEE SCHEDULE AND RESOLUTION
NO. 94-034
Before the Board was a public hearing on the Deschutes County
Fee Schedule and signature of Resolution No. 94-034.
Chair Schlangen opened the public hearing. After some
discussion, the public hearing was continued to April 27,
1994, at the 10 a.m. Board of County Commissioner's meeting in
La Pine.
APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS
Before the Board was approval of weekly accounts payable
vouchers in the amount of $1,123,547.58
THROOP: I'll move approval of the weekly accounts
payable vouchers subject to review.

SIGNATURE OF INTERGOVERNMENTAL AGREEMENT BETWEEN CHILDREN'S
SERVICES DIVISION AND THE JUVENILE DEPARTMENT
Before the Board was signature of an Intergovernmental
Agreement between Children's Services Division and the
Juvenile Department. Mike Maier reported this agreement
provides for the support staff working in the evening for the
Juvenile Department to do typing for the Children's Service
Division.

9. APPROVAL OF N.W. ANTENNA SITE PLAN APPLICATION TO CITY OF BEND
FOR AWBREY BUTTE TRANSMISSION SITE
Before the Board was request for approval of Antenna Site Plan
Application to City of Bend for Awbrey Butte Transmission
Site.
Brad Chalfant reported this was a lease assignment to N.W.
Antenna Site. N.W. Antenna would like to replace the building
that is presently on Awbrey Butte with a larger building that
is designed for radio equipment use. In order to do this they
had to apply to the City of Bend for a conditional use and a
site plan approval. Brad reported the Board of County
Commissioners needed to sign off on the application before it
could go to the City of Bend or direct him to do so.
THROOP: I'll move authorization of Brad Chalfant
signing of the application for a conditional
use and site plan.
