WHEREAS, the Board of County Commissioners of Deschutes County,
Oregon, acting as the governing body of the Deschutes County 9-1-1
County Service District, has determined that a tax base measure should
be submitted to the qualified voters of the District to establish a new
tax base for the purposes of Article XI, Section 11, Oregon
Constitution, in order to permit the proper operation of the District;
and
WHEREAS, it is necessary to submit the question of authorizing a
new tax base to the legal voters of the District; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY
9-1-1 COUNTY SERVICE DISTRICT, as follows:
Section 1. Date of Election. The measure set forth in Section 2
of this Resolution shall be submitted in the manner prescribed herein
to the qualified voters of the Deschutes County 9-1-1 County Service
District (District), at a general election to be held November 8, 1994.
Section 2. Form of Question. At the tax base election, there
shall be submitted to the legal voters of the District, for their
approval or rejection, the following measure:
CAPTION: TO ESTABLISH A TAX BASE.
QUESTION: Shall Deschutes County 9-1-1 County Service District be
authorized a $1,122,833.00 tax base beginning with 1995-96
fiscal year?
SUMMARY: Approval of this measure would authorize the District to
raise $1,122,833.00 beginning with fiscal year 1995-96. The

money would provide operating funds for the District's 911
emergency communications services (police, fire, and
medical).
The tax base for current fiscal year 1994-95 is
$501,833.00. Additional tax revenues of $397,000.00 per year
are now collected under a two-year serial tax levy. That
levy will expire at the end of this 1994-95 fiscal year. The
effect of the proposed tax base would be to add the existing
$397,000.00 serial levy amount and an additional $224,000.00
into the District's tax base.
The proposed tax base will raise $1,122,833.00 in the 1995-
96 tax year. This would result in an estimated tax rate of
16.6 cents per thousand dollars of valuation. The estimated
tax cost for this measure is an ESTIMATE ONLY based on the
best information available from the county assessor at the
time of estimate.
Approval of this measure would not reduce the property tax
collections of other non -school district units of local
government available under the provisions of Section 11b,
Article XI, Oregon Constitution and implementing legislation.
The revenues will be used exclusively for other governmental
purposes. Purposes are limited to 9-1-1 services.
Section 3. Notice. The county clerk shall give notice of the
election as provided in the general election laws.
Section 4. Filing. The signed notice of measure election shall
be filed with the Deschutes County Clerk on September 8, 1994.
