WHEREAS, crime is a major threat to the peace and
personal
property of the citizens of Deschutes
County;
and
WHEREAS, the Deschutes County Board of Commissioners, the
Judiciary, the Sheriff, and the citizens of Deschutes County have
successfully joined forces to attack adult crime with new and
expanded jail services and a full range of community corrections
efforts; and
WHEREAS, the source of career criminality begins with youthful
offenders who are inadequately responded to in the initial years of
their offending behavior; and
WHEREAS, even with the best efforts of every justice agency, the
juvenile justice system is breaking down under the pressure of
growing numbers of juvenile offenders; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the members of the Criminal Justice Advisory
Council undertake a comprehensive study to examine the long-term
needs of the juvenile justice system through the year 2010. The
study shall review all facility, staff, program, and court needs and
shall be completed in the form of an action plan to be reviewed by
this board before March 1, 1995.
