W RESOLUTION NO. 94-125 WHEREAS, it is necessary to replace the Sequoia computers for the Deschutes County 911 County Service District; and WHEREAS, the IBM RS6000 computer is a software compatible computer for the district system; and WHEREAS, informal bids from OCS Technologies (EAI), Inc. and IBM Corporation were received by the district; and WHEREAS, the IBM bid was approximately $7,000 lower than that of EAI; and WHEREAS, the district is not currently qualified under the GSA contract, and the State of Oregon does not maintain a bid quote for the RS6000; and WHEREAS, the Board finds that formal lack of bids will not result in favoritism or substantially diminish competition in the awarding of this contract for computers; and WHEREAS, the exemption will result in a substantial cost savings over purchasing through a formal bid process because of year round discounts that are available directly from IBM; now, therefore, BE IT RESOLVED BY THE' BOARD OF COUNTY COMMISSIONERS FOR DESCHUTES COUNTY, OREGON, as follows: Section 1. The only authorized sellers of the hardware is the IBM company or Value Added Resellers (companies which package application software and sell the hardware and software as a single unit). The only VAR authorized to offer us the necessary hardware and software is OCS Technologies (EAI), Inc. The bids received from the two companies were similar in cost, with the IBM bid being approximately $7,000.00 lower than that of OCS Technologies (EAI), Inc. We also inquired about using the GSA contract to purchase the machines, and discovered we would have to apply to qualify to be on the GSA bid, that it would take approximately four to six months to qualify (if we met the requirements for qualifying), and the GSA bid has been consistently higher than purchasing directly from IBM. Purchasing directly from IBM also gives us the added value of direct access to their engineers and technical advisors for installation and repairs. Local support from IBM's Marketing Agent for the Oregon Trading Area has been exemplary and we know that she will assure that our needs, now and in the future, are met. As a result of the above circumstances, Deschutes County 9-1-1 Service District is requesting an exemption for going out to bid for the necessary hardware to replace the Sequoia we now use.
