DESCHUTES COUNTY BOARD OF COMMISSIONERS
Wednesday, October 19, 1994
Chair Schlangen called the meeting to order at 10:03 a.m.. , Board of
County Commissioners in attendance were Nancy Pope SchlangeA,. ��3a-r�'' -"
Slaughter, and Tom Throop. Also in attendance were Mike;Maier-;
County Administrator; George Read, Community Development Director{
Catherine Morrow, Planner; Sue Stoneman, Public Relations
Specialist; Rick Isham, County Counsel; Roger Everett,
Environmental Health; Darrell Davidson, Sheriff; Ralph Delamarter,
Librarian; and Dave Leslie, Planner.
Darrell Davidson reported there were picketers outside the
Court House. The picketing was being done by tow truck
drivers due to the fact that they feel they are being
discriminated against by Deschutes County 9-1-1 Service
District.
1. CONSENT AGENDA:
Consent agenda items before the Board of County Commissioners
were: 1) signature of STP Fund Supplemental Agreement; 2)
signature of contract extension of Butler Road project; 3)
signature of Personal Services Contract and Joint Declaration
with Doug Reinthal for Development of a Cognitive Group
Training Curriculum for Delinquent Adolescents; 4) signature
of Conservation Easement for Greg Higeons, Landscape
Management Application for residence along the Deschutes
River; 5) signature of Final Plat for Ross Ranch, a 6 -Lot
Subdivision in an EFU-TRB Zone; 6) signature of Order No. 94-
135, assigning the name of Fort Thompson Lane; and 7) approval
of out-of-state travel request for Roland Gangstee.

2. PUBLIC HEARING REGARDING ORDINANCE NO. 94-046, AN AMENDMENT TO
THE SUNRIVER MASTER PLAN AND LAND USE DISTRICT MAP
Before the Board was a public hearing regarding Ordinance No.
94-046, an amendment to the Sunriver Master Plan and Land use
District Map.
Dave Leslie reported the Planning Commission considered this
item last month. He stated the applicant focused their

application to one specific non -designated parcel where they
propose to construct three tennis courts.
Chair Schlangen opened the public hearing on Ordinance No. 94-
046. There being no testimony, Chair Schlangen closed the
public hearing.

INTRODUCTION OF NEW COMMUNITY DEVELOPMENT DEPARTMENT EMPLOYEES
George Read introduced Steve Jorgenson, Transportation
Planner, Heidi Kennedy, Assistant Planner (will be filling
Stacy Warrens position), and James Lewis, Assistant Planner.
He also announced that Catherine Morrow has been promoted to
Principal Planner. Roger Everett introduced Garth Cook as a
new Environmental Health Employee. George Read reported the
Community Development Department will be open from 8-5
beginning November 1st and they will also be open during the
lunch hour.
SIGNATURE OF GRANT AGREEMENT FOR DISPUTE _RESOLUTION FOR INDIAN
FORD CREEK
Before the Board was signature of a grant agreement for
dispute resolution for Indian Ford Creek.
Catherine Morrow reported this was a grant agreement for the
riparian areas and wetlands.

$5,000.

Mike Maier reported this was for the Animal Control Department
to purchase a canopy for their pick up truck.

Agreement for a booth at Bend River Mall.
Florence reported this was an agreement to have a Flu Shot
Clinic at the Bend River Mall on Thursday, October 20, 1994.

LIBRARY COUNTY SERVICE DISTRICT
Before the Board was signature of Order No. 94-129, initiating
the formation of the Redmond Library County Service District.
Rick Isham reported these were the orders initiating the
formation of the library districts in the various cities in
the county. The hearings will be held on November 23, 1994,
to discuss the boundaries. The library boundaries follow the
school district boundaries and the boundaries will be
published in the newspaper several times before the hearing.
The cost of publishing in the newspaper will be quite
expensive.

Rick Isham reported this was a sublease but there was no new
tower. He reported this was a new user to provide paging
services and each user on the site was sent notice.

Commissioner Throop stated that another commissioner needed to
be appointed to replace him on the COED Board.

18. APPOINTMENT OF NANCY POPE SCHLANGEN TO BACK UP PARKER
JOHNSTONE RESOURCE CONSERVATION DEVELOPMENT AREA COUNSEL
Commissioner Throop recommended that Commissioner Schlangen be
appointed as a back up for Parker Johnstone on the Resource
Conservation Development Area Counsel.
