Section 4.04.040, Declaring an
Exemption from Competitive Bidding for
OCS Software Conversion, Installation
Training and Project Management.
RESOLUTION NO. 95-012
WHEREAS, the District replaced the Sequoia computers with the IBM
RS6000 computers; and
WHEREAS, OCS Technologies (EAI), Inc. Software conversion is
necessary to utilize the new equipment; and
WHEREAS, it is necessary to utilize the services of the software
vendor and IBM to complete the transition to the new computers; and
WHEREAS, the Board finds that formal lack of bids will not result
in favoritism or substantially diminish competition in the awarding of
contracts for software conversion, equipment, installation training and
project management; and
WHEREAS, the exemption will result in a substantial cost savings;
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS FOR DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the project consisting of OCS software
conversion, IBM training, 32 ports, communications installation and IBM
project management in the amount of $178,366 set forth in Exhibit "A"
attached hereto and by this reference incorporated herein be approved

and that the district is authorized to proceed to purchase the project
set forth therein.

Dear Laverne;
Thank you for your request for a quotation on data conversion to UniData. This information is
provided with the assumption that the county is purchasing two IBM RISC 6000 machines and
will be responsible for the hardware installation of the processors, including any corresponding
network cabling. System Administration Training is also assumed to be the responsibility of the
county and its hardware supplier.
User written reports and procedures are not included in this pricing. If you need assistance in this
conversion, or would like us to convert them for you, this work will be done on a time and
materials basis. Our rate for these services is $150 per hour.

Once OCS is in receipt of the purchase order and down payment, I will begin assigning the
appropriate resources. As of this afternoon, if you act quickly Nick will be able to get Deschutes
County in the queue for the end of January or first part of February at the earliest. The schedules
are rapidly filling up for the installation and conversion technicians. This group is increasing in
personnel, due to the influx of orders for the completion of work in first quarter 1995. I have
explained your situation to Nick Gettino and he will try his hardest to get your conversion
scheduled and done by March if we can get your purchase order by the end of this year.
