1995-05247-Resolution No. 95-016 Recorded 2/2/199510 REVIEW 95-052,17 LEGAL UNSEL BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON 0138-035 A Resolution Directing the Commission on Children & Families to advocate that the 1995 Legislature Lift the Sunset Provision in HB 2003, thereby Assisting Local Efforts to Succe,�sfully Develop a Comprehensive, Locally Managed System that Promotes Healthy Children & '%fiong Families in Deschutes County. RESOLUTION NO. 95-016 _ a WHEREAS, the future of Deschutes County is dependent on our shared res'�nsibi7�ty and commitment to the development of healthy children and strong families; and -: - WHEREAS, the solutions to community problems that impact children and families are best solved by local citizens, working in concert with local government, schools, churches, business, courts, law enforcement, human service and civic organizations; and WHEREAS, we all share a responsibility to act in making the neighborhoods and communities of Deschutes County safe and nurturing environments that value children and promote citizenship and opportunity; and WHEREAS, we have a rich tradition of community action and creativity as evidenced by such current priorities as Ready -Set -Go, our Family Access Network, the Family Court, Juvenile Justice, the Boys & Girls Club, and the COSTEP Youth Initiative; and WHEREAS, individual citizens and the private sector are capable of solving community problems and providing a wealth of talent and creativity; and WHEREAS the Commission on Children & Families has a mandate in HB 2003 and HB 2004 to continue providing leadership in promoting change and innovation and in the development of a collaborative, locally managed system; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, IN CONJUNCTION WITH OTHER COMMUNITY LEADERS, as follows: Section 1. That the Commission on Children & Families should enthusiastically and without delay work with all stakeholders and seek every opportunity to transition responsibility for the management of local, state and federal resources (excluding resources for abuse investigations) toward a citizen -driven service and support system for children and families that is clearly community owned, operated, and celebrated. 1995 PAGE 1 - RESOLUTION 95-016 (01-19-95) t,,rrori�ED p��t�Ftyt1 0138-0356 Section 2. That policy makers and other representatives of participating organizations will be fully committed to participating in the successful and meaningful implementation of HB 2003 and HB 2004 as well as the service integration components of HB 3565. Section 3. That this transition will emphasize citizen participation, accountability and a transfer of resources and responsibility from the state and federal government to local organizations in partnership with families and the private sector. Areas of emphasis will include public safety, school linked services, family support services, and the availability of a comprehensive continuum of services. Dated this �S day of January, 1995.
