RESOLUTION NO. 95-020 kn r� Q0 E35 WHEREAS, the parking of vehicles on the public right-of-way on and adjacent to a portion of Mt. Washington Drive between S.W. Simpson Avenue and Century Drive in Section 1, Township 18 South, Range 11 East and Section 6; Township 18 South, Range 12 East W.M., Deschutes County, Oregon, has become a safety hazard to the traveling public on Mt. Washington Drive and WHEREAS, it appears necessary that parking of vehicles not be allowed within the public right-of-way on or adjacent to a portion of Mt. Washington Drive between S.W. Simpson Avenue and Century Drive in Section 1; Township 18 South, Range 11 East and Section 6; Township 18 South, Range 12 East W.M., Deschutes County; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. That a No Parking Zone be established for the public right-of-way on or adjacent to the traveled portion of Mt. Washington Drive between S.W. Simpson Avenue and Century Drive in Section 1; Township 18 South, Range 11 East and Section 6; Township 18 South, Range 12 East W.M., Deschutes County, and that signs designating such area as a No Parking Zone be posted by the Director of Public Works forthwith. Washington Dr. The Public Works Department received a request from Bend Metro Park Recreation District for a NO PARKING zone on Mt. Washington Drive, see attached. The Public Works Department agrees that vehicles parking in a bike lane are undesirable and would support the Park District's request for a NO PARKING zone on Mt. Washington Drive from S.W. Simpson Avenue to Century Drive (Cascade Lakes Highway). Mt. Washington Drive is designated as an urban arterial street by the Bend Transportation Plan. As with all of the County's urban arterials Mt. Washington Drive was designed for bike lanes and no parking. When Mt. Washington was constructed, by the developers of Broken Top subdivision, it was to an interim standard (28 ft. wide) with two driving lanes and two bike lanes. When the adjoining land is developed the street will be widened to 48 feet with curbs and sidewalks, the 48 feet will have bike lanes, driving lanes and a center turn lane. The finished road will not have parking. Presently, with the narrow gravel shoulders the only place along Mt. Washington Drive to park is in the bike lane. Some of the vehicles even cross the fog lane and extend into the driving lane. Parking along Mt. Washington causes dangers to pedestrians, bikes, and motor vehicles. The Public Works Department urges the Board to pass a resolution establishing a No Parking zone on Mt. Washington Drive. W P; As assistant sports coordinator for the Bend Metro Park and Recreation District I'm writing to you concerning automobiles parking along Mt. Washington Dr. between Mountaineer way west to the entrance of broken top subdivision. I'm asking you to consider putting no parking signs on both sides of Mt. Washington for the following reasons: 1. Cars parked along Mt. Washington in this area block the only emergency vehicle access to the Skyline athletic complex. 2. Vehicles parked along Mt. Washington block the bike path, forcing bike riders and pedestrians into traffic to get by them. 3. Parked cars in this area block access to the park for maintenance vehicles. 4. Parents continue to park along Mt. Washington to load and unload children. We feel it is only a matter of time before one or more of those children are seriously injured, considering the speed limit and the high volume of traffic.
