RESOLUTION NO. 95-042
WHEREAS, public input from citizens of Deschutes County, as well
as recommendations from the Solid Waste Advisory Committee (SWAC) and
the County's hired consultant (SCS) support the development of a new
sanitary landfill; and
WHEREAS, financing, public contracting procedures, and
environmental and land use permitting required in developing a new
sanitary landfill cannot be completed by January, 1998, the anticipated
closing date for Knott sanitary landfill; and
WHEREAS, lateral expansion of Knott sanitary landfill into the
existing but unused footprint will extend the landfill's operational
life by 10 to 14 years beyond its anticipated closure date of January,
1998; and
WHEREAS, extending the life of Knott sanitary landfill will give
the County adequate time to finance both the development of a new
sanitary landfill and the construction of a solid waste transfer
station, investigate options for acquisition of a selected site, and
obtain necessary environmental and land use permits; and
WHEREAS, the estimated costs for continued operation of Knott
sanitary landfill with a lateral expansion consistent with Subtitle "D"
requirements are lower than the costs of siting, developing and
operating a new sanitary landfill; and
WHEREAS, the Solid Waste Advisory Committee (SWAC), on March 6,
1995, recommended that the County pursue the lateral expansion of Knott
sanitary landfill; and
WHEREAS, the SWAC, on May 31, 1994, recommended that the County
purchase the existing recycle facilities at Knott and develop new
facilities, and that the existing transport service provided by the
Deschutes Transfer Company continue; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Resolution No. 94-058 is hereby rescinded.

Section 2. The Department of Solid Waste begin the process of
laterally expanding Knott sanitary landfill pursuant to Subtitle "D"
requirements.
Section 3. The Department of Solid Waste continue to investigate
potential costs and options for acquisition of the two (2) preferred
sites identified through the SWAC site selection process.
Section 4. The Department of Solid Waste prepare an amended
master plan for the Knott site which includes construction of a new
recycling facility but postpones closure of the Knott site and
development of a municipal solid waste transfer station until a later
date.
Section 5. The Department of Solid Waste prepare a cost analysis
and develop adequate sources of funding for each element of the Solid
Waste Management Plan.
Section 6. The Department of Solid Waste continue negotiations
for the purchase of the existing recycling facilities, license and
equipment owned by Bend Garbage Company, Inc. pursuant to the Letter of
Intent executed on March 3, 1995.
Section 7. The Department of Solid Waste explore options for
entering a license agreement with Conservation for Central Oregon,
Inc., dba Bend Recycling Team (BRT) to provide services under the
recycling component of the Solid Waste Management System.
Section 8. The Department of Solid Waste work with Bend Garbage
Company, Inc. and BRT to facilitate the licensing of a new recycling
agent and a smooth transition in recycling responsibilities.
Section 9. The Department of Solid Waste prepare and maintain a
new schedule for completing the various components of the Solid Waste
Management Plan consistent with this Resolution.
