Also present were Blikstad, Planner; Brad Chalfant, Planner; Andy Crosby, Assistant Community Corrections Director; Relations Specialist. 1. CONSENT AGENDA: meeting to order at 10:00 a. m. attendance were Barry Slaughter Rick Isham, County Counsel; Paul Property Manager; Damian Syrnyk, County Counsel; Dennis Maloney, and Sue Stoneman, Community Consent agenda items before the Board of County Commissioners were: 1) signature of Local Agency Agreement for Enhancement Program Project with Oregon Department of Transportation; 2) signature of Resolution No. 95-042, rescinding Resolution No. 94-058 and adopting a new preferred solid waste disposal alternative and directing staff to proceed; 3) signature of Resolution No. 95-044, approval of Oregon Business Development Fund Project by Mini Mitter; and 4) signature of Orders No. 95-042 and 95-043, authorizing the refund of taxes. PUBLIC HEARING: ON ORDER NO. 95-027, PROVIDING FOR THE TRANSFER OF AN INTEREST IN REAL PROPERTY TO BEND METRO PARK & RECREATION DISTRICT AND SIGNATURE OF BARGAIN AND SALE DEED Before the Board was a public hearing on Order No. 95-027, providing for the transfer of an interest in real property to Bend Metro Park & Recreation District and signature of Bargain and Sale Deed. Brad Chalfant reported this was for a lot line adjustment. Chair Slaughter opened the public hearing. There being no testimony, the public hearing was closed. PUBLIC HEARING: ON ORDINANCE NO. 95-015, AMENDING PL -20 DESCHUTES COUNTY COMPREHENSIVE PLAN MAP AND ORDINANCE NO. 95- 016, AMENDING TITLE 18, THE DESCHUTES COUNTY ZONING MAP Before the Board was a public hearing on Ordinance No. 95-015, amending PL -20 Deschutes County Comprehensive Plan Map and Ordinance No. 95-016, amending Title 18, the Deschutes County Zoning Map. Paul Blikstad reported this was a plan amendment and zone change from RI (Rural Industrial) to RSC (Rural Service Center). The subject property was 1.76 acres. Paul reviewed the criteria with the Board. The Hearings Officer's recommendation was for approval. Chair Slaughter opened the public hearing. There being no testimony, the public hearing was closed. VOTE: SLAUGHTER: YES SCHLANGEN: EXCUSED NIPPER: YES _PUBLIC HEARING: ON TA-94-25/ORDINANCE NO. 95-021 WHICH IS REPEALING CHAPTER 17.52, ROAD DEDICATIONS, AND ADOPTING A NEW CHAPTER 17.52 Before the Board was a public hearing on TA-94-25/Ordinance No. 95-021, which was repealing Chapter 17.52, road dedications, and adopting a new Chapter 17.52. Damian Syrnyk reported Ordinance No. 95-021, repealed the existing chapter regarding road dedications, and replaced it with a new chapter. Damian reviewed the criteria with the Board. PUBLIC HEARING: ON RESOLUTION NO. 95-045 CALLING A SPECIAL ELECTION TO SUBMIT TO VOTERS THE QUESTION OF ISSUING GENERAL OBLIGATION BONDS IN AN AMOUNT OF NOT MORE THAN $20,000,000 TO FINANCE A COMMUNITY EVENT CENTER MINUTES PAGE 3 MARCH 15, 1995 0146-1230 Before the Board was a public hearing on Resolution No. 95- 045, calling a special election to submit to voters the question of issuing general obligation bonds in an amount of not more than $20,000,000 to finance a Community Event Center. Rick Isham reported this hearing was held pursuant to a notice published in the Bulletin and Remond Spokesman regarding placing a measure on the ballot for $20,000,000 for finance a community event center. The hearing today was to hear comments on the proposal. Rick reported there were some very small changes in the language from what was published in the newspaper and he reviewed these changes with the Board. Chair Slaughter opened the public hearing. Betty Marquardt testified in opposition of the Community Event. Clark Satre, President of the Central Oregon Development Council, testified in support of the Community Event Center. Rick Frost testified in opposition to the Community Event Center. He would support the libraries and/or parks but not this project. Butch Roberts testified in support of the Community Event Center. Bill Hosier testified in support of the Community Event Center. Craig Moore testified in support of the Community Event Center. He provided the Board with an update on the progress made. Brian Douglas testified in support of the Community Event Center. Jeff Gackstedter testified in support of the Community Event Center. Daniel Collins testified in support of putting this issue on the ballot but felt the voters may think the taxes for it were too high. Jeff Rola testified in support of the Community Event Center issue being put on the ballot. There being no further testimony, Chair Slaughter closed the public hearing. MINUTES PAGE 4 MARCH 15, 1995 0146-1231 Commissioner Nipper felt he would be negligent if he didn't give the voters a chance to voice their opinion on this issue. This simply puts the issue on the ballot to allow the voters to make the decision. Commissioner Slaughter stated he also felt this issue should go to the voters. NIPPER: I move signature of Resolution No. 95-045, calling a special election to submit to the voters the question of issuing general obligation bonds in an amount of not more than $20,000,000 to finance a Community Events Center.
