Board of County Commissioners in attendance were Barry Slaughter, Nancy Pope Schlangen, and Robert Nipper. Also in attendance were Bruce White, Assistant County Counsel; Larry Rice, Public Works Director; Andy Crosby, Assistant County Counsel; Cal Krosch, 9-1-1 Director; Dave Leslie, Planner; George Read, Community Development Director; and Sue Stoneman, Community Relations Specialist. 1. CONSENT AGENDA: Consent agenda items before the Board of County Commissioners were: 1) appointments to the Dog Control Board of Supervisors; 2) signature of Conservation Easement for Michael and Caroline Seaman as a condition of approval to LM -95-23; 3) signature of plat MP -94-5, creating two farm parcels in the EFU-TRB Zone for Kim Fowler; and 4) signature of final plat for American Loop Subdivision in a Light Industrial Zone. SIGNATURE OF RESOLUTION NO. 95-054, PROCLAIMING WEEK OF APRIL 9-15, AS NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK Before the Board was signature of Resolution No. 95-054, proclaiming the week of April 9-15, 1995, as National Public Safety Telecommunications Week. Cal Krosch felt it was important to recognize the Public Safety Telecommunications Week as well as the employees of the 9-1-1 department. Cal requested the Board to make a visit to 9-1-1 during the week of public safety week. SCHLANGEN: I move we sign the resolution proclaiming the week of April 9-15, 1995 as National Public Safety Telecommunications Week. NIPPER: I will second that. VOTE: SLAUGHTER: YES SCHLANGEN: YES NIPPER: YES 1 K(J,- 4995 3. 4. 0146-1543 PUBLIC HEARING ON ORDINANCE NO. 95-022 TO AMEND CHAPTER 18.96 OF THE DESCHUTES COUNTY CODE, FLOOD PLAIN ZONE Before the Board was a public hearing on Ordinance No. 95-022, to amend Chapter 18.96 of the Deschutes County Code, Flood Plain Zone. Dave Leslie reported this ordinance made several clarifications and the Planning Commission recommends their approval to the Board. He stated to this point there has been no public testimony. Dave Leslie reviewed the changes in the document. Bruce White stated this ordinance was being done as a requirement for the Federal Emergency Management Association. Commissioner Slaughter opened the public hearing. There being no testimony, the public hearing was closed. SCHLANGEN: I move first and second reading of Ordinance No. 95-022, by title only. VOTE: SLAUGHTER: YES SCHLANGEN: YES NIPPER: YES CONTINUED PUBLIC HEARING: ON ORDINANCE NO. 95-0181_ TEXT AMENDMENT TO TA -95-2. AMENDING CHAPTER 22.36 OF THE PROCEDURES ORDINANCE Before the Board was a continued public hearing on Ordinance No. 95-018, text amendment to TA -95-2, amending Chapter 22.36 of the procedures ordinance. George Read stated this amends the procedures ordinance as it relates to the duration of permits. Chair Barry Slaughter opened the public hearing. MINUTES PAGE 2 APRIL 5, 1995 0146-1544 Dave Jaqua, 1650 West Highland, Redmond, testified in support of this ordinance. Bob Lovlien testified in support of the proposed ordinance. There being no further testimony, the public hearing was closed. The ordinance will be ready for signature next week. 5. CONTINUED PUBLIC HEARING: ON ORDER NO. 95-054, ANNEXING SISTERS/CAMP SHERMAN RFPD INTO DESCHUTES COUNTY 9-1-1 COUNTY SERVICE DISTRICT Before the Board was a continued public hearing on Order No. 95-054, annexing Sisters/Camp Sherman Rural Fire Protection District into Deschutes County 9-1-1 County Service District. Andy Crosby reported he needed to continue the public hearing as he had not heard back from Jefferson County. Jefferson County will be meeting this morning. He requested continuing the public hearing to 4:00 p.m. today. 6. AWARD OF SQUAW CREEK LOCAL IMPROVEMENT DISTRICT TO R. L. COATS IN THE AMOUNT OF $710,284 Before the Board was award of Squaw Creek Local Improvement District to R. L. Coats in the amount of $710,284. Bruce White reported there was a collateral agreement that needed to be signed and the Board needs to waive the deposit requirement on one of the lots owned by Susan B. Phillips which was in excess of the three lots. SCHLANGEN: I move waiver of the deposit by Susan Phillips for one lot as it will not damage the finance position of the county. NIPPER: I'll second it. SIGNATURE OF RESOLUTION NO. 95-049, SUPPORTING ASSOCIATION OF OREGON COUNTIES LEGISLATIVE PRIORITY ON TRANSPORTATION FINANCE PACKAGE Before the Board was signature of Resolution No. 95-094, supporting the Association of Oregon Counties Legislative priority on the Transportation Finance Package. Larry Rice reported he has talked with Klamath County, Crook County and Jefferson County. He reported that Klamath County and Crook County will support this. Andy Crosby, Assistant County Counsel, reported that Jefferson County had given their consent to the 9-1-1 annexation.
