Slaughter, Nancy Pope Schlangen, and Robert L. Nipper. Also in attendance were Rick Isham, County Counsel; Brad Chalfant, Property Manager; Andy Crosby, Assistant County Counsel; Eric Swansen, Planner; Tom Blust, County Engineer; Susan Mayea, Support Services Manager; George Read, Community Development Director; and Sue Stoneman, Community Relations Specialist. 1. PUBLIC HEARING: ON THE NEW COMMUNITY DEVELOPMENT DEPARTMENT BUILDING Before the Board was a public hearing on the new Community Development Department building. Eric Swansen reported this was regarding the construction of a new building for the Community Development Department. The Community Development Department was really feeling the need for this building as they are outgrowing their existing space. The building would be a clone of the existing Administration Building and placed next to the existing building. The building would be 14,000 square feet. This would be the most cost effective way of building a new building. The cost would be approximately $1.6 to $1.8 million for the building. Commissioner Nipper asked if the plans would be the same as the existing building. Eric stated the original plans were more open without as many walls dividing off spaces. Eric reported there would be an elevator in the new building to accommodated the handicapped. He felt that parking would be a problem. Eric reported this would be financed by using certificates of participation. A portion of the revenues from the Community Development Department would be dedicated to making payments. Chair Slaughter opened the public hearing. Pam Wilson, Builders Association, testified in support of this proposal. She felt the increase in permit fees should be checked out for alternatives. She suggested that if a breezeway was not possible between the two building, maybe an awning would work. There being no further testimony, the public hearing was closed. AUG ',i C. PUBLIC HEARING: ON VACATING THE ALLEY IN BLOCK 26 IN THE LAIDLAW SUBDIVISION AND SIGNATURE OF ORDER NO. 95-065, VACATING SAID ALLEY Before the Board was a public hearing on vacating the alley in Block 26 in the Laidlaw Subdivision and signature of Order No. 95-065, vacating said alley. Tom Blust reported this was the alley in Tumalo off of Baily Road. Chair Slaughter opened the public hearing. There being no testimony the public hearing was closed. PUBLIC HEARING: ON TRANSFER OF DEED TO BEND HABITAT FOR HUMANITY AND SIGNATURE OF ORDER NO. 95-108 Before the Board was a public hearing on the transfer of deed to Bend Habitat for Humanity and Signature of Order No. 95- 108. Brad reported this was a public hearing for transfer of property to the Bend Area Habitat for Humanity and signature of an order doing so. Chair Slaughter opened the public hearing. Bruce Abernethy, Bend Habitat Director, testified in support of this and thanked the Board. Randy Shoning, realtor and nearby property owner, testified that the property description in the public notice was inaccurate. He was in opposition to this being transferred to the Habitat for Humanity. Brad Chalfant stated the there was no need to re -advertise the public hearing. The legal description was not at issue. PUBLIC HEARING: ON TRANSFER OF DEED TO NEWBERRY HABITAT FOR HUMANITY AND SIGNATURE OF ORDER NO. 95-109 Before the Board was a public hearing on transfer of deed to Newberry Habitat for Humanity and signature of Order No. 95- 109. Brad Chalfant reported this was a property located in the La Pine area. The property presently has an old manufactured home which the Newberry Habitat will remove. Chair Slaughter opened the public hearing. Bill Pagum, Newberry Habitat, thanked the Commissioners for the property. The house was under construction and would be finished by August 1, 1995. The John Wilson family with six children has been selected for this house. There being no further testimony, the public hearing was closed. SCHLANGEN: I move signature of Order No. 95-109. Tom Blust reported this was in the Redmond industrial area. The existing right-of-way was 50 feet and there needs to be this additional 5 feet. SCHLANGEN: I move signature of Declaration. SIGNATURE OF CONDITIONS OF APPROVAL AGREEMENT FOR THE TARGET STORE ON HIGHWAY 97 NORTH OF THE MT. VIEW MALL Before the Board was signature of a Conditions of Approval Agreement for the Target Store on Highway 97 north of the Mt. View Mall. George Read reported the airline ticket was donated which was equal to a value of $500. The seminar would be at Harvard University.
