Slaughter, Nancy Pope Schlangen, and Robert L. Nipper. Also in attendance were Rick Isham, County Counsel; Mike Maier, County Administrator; Susan Mayea, Support Services Manager; Sue Stoneman, Community Relations Specialist; Brad Mulvihill, Juvenile Program Manager; and Dennis Maloney, Corrections Director. CONVENE AS THE GOVERNING BODY OF THE REDMOND LIBRARY COUNTY SERVICE DISTRICT 1. SIGNATURE OF RESOLUTION NO. 95-114, DIRECTING DESCHUTES COUNTY TREASURER TO INVEST REDMOND LIBRARY BOND PROCEEDS Before the Board was signature of Resolution No. 95-114, directing Deschutes County Treasurer to invest the Redmond Library bond proceeds. CONSENT AGENDA: Consent agenda items before the Board of County Commissioners were: 1) authorization to waive bid, payment and performance bonds on equipment purchases; 2) approval of out-of-state travel request for two surveyor employees to attend surveying & mapping conference; 3) approval of fencing contract with Mike's Fence Center to furnish and install fencing at Knott & Negus Landfills; 4) approval of out-of-state travel request for Ralph Delamarter; 5) signature of 1995/96 Personal Services Contract with Doug Reinthal for his facilitation of Skills Building Program for Youth; 6) appointment of Paul Bianchina to the Deschutes County Planning Commission; 7) signature of Resolution No. 95-110, authorizing Nancy Pope Schlangen to approve weekly accounts payable vouchers and final plats during week of July 31, 1995; 8) signature of Conservation Easement as condition of approval for Fred Kubena; 9) signature of Mylar for Obsidian Estates; 10) signature of Liquor License Renewals for Alfalfa Store, Coho Grill & Catering Service, Sisters KOA Campground, Moose Lodge '/,Ci2OFIL IED7 KEY F% ?Y 195 SEP 14 1995 0147-1053 #20903, La Pine Inn; and 11) signature of Conditions of Approval Agreement for. SIGNATURE OF _MODIFICATION OF EXISTING INTERGOVERNMENTAL AGREEMENT BETWEEN CROOK, JEFFERSON, & DESCHUTES COUNTY AND COIC Before the Board was signature of a modification of the existing Intergovernmental Agreement between Crook, Jefferson, & Deschutes County and COIC. Drew Foster of COIC reported the original Intergovernmental Agreement was signed earlier this year. The modification would extend the contract through June 30, 1997, and it would pay COIC an additional $83,720 for all administrative tasks through the end of that biennium. VOTE: SLAUGHTER: YES SCHLANGEN: YES NIPPER: YES SIGNATURE OF ORDER NO. 95-126, TRANSFERRING CASH WITHIN DESCHUTES COUNTY'S 1995/96 BUDGET Before the Board was signature of Order No. 95-126, transferring cash within the Deschutes County 1995/96 budget. Susan Mayea reported this was a budgeted cash transfer. She stated this transferred $500,000 from the Bancroft Bond Redemption Fund to the Local Improvement District Fund. VOTE: SLAUGHTER: YES SCHLANGEN: YES NIPPER: YES ADOPTION OF POLICY NO. P-001-95, TRAVEL & EXPENSE REIMBURSEMENT Before the Board was adoption of Policy No. P-001-95, Travel & Expense Reimbursement. Susan Mayea reported this was a revision of travel expense & reimbursement. This policy requires all request to be submitted on reimbursement forms; all original receipts should be attached to form; reimbursements should be requested monthly or as the expenses are incurred; mileage will be reimbursed at the rate allowed by the IRS; the County will reimburse an employee, if they use their personal credit card for county business, for the amount of the annual fee up to $25.00; prepayment of conference cost and meals can be arranged when submitted with registration form with a warrant voucher at least three weeks prior to the conference but no cash advances will be allowed; employees will be reimbursed for meals but not for alcoholic beverages; the tip will be limited to 15% of the total bill less any alcoholic beverages; and the subsistence amounts have been set for a maximum amount allowed for lodging, breakfast, lunch and dinner. SIGNATURE OF INTERGOVERNMENTAL AGREEMENT BETWEEN STATE OF OREGON SENIOR & DISABLED SERVICES DIVISION AND DESCHUTES COUNTY FOR REIMBURSEMENT OF TRANSPORTATION SERVICES Before the Board was signature of an Intergovernmental Agreement between the State of Oregon Senior & Disabled Services Division and Deschutes County for reimbursement of transportation services. Susan reported this was a renewal of a contract to reimburse the County for up to $120,000.
