Wednesday, September 13, 1995 E ^,
Chair Barry Slaughter called the meeting to order at 10:07 a.m.
County Commissioners present were Barry H. Slaughter and Nancy Pope
Schlangen. Also in attendance were Rick Isham, County Counsel; and
Bruce White, Assistant County Counsel.
1. CONSENT AGENDA:
Consent agenda items before the Board were: 1) approval of
out-of-state travel to attend Northwest ARC/INFO User
Conference; 2) signature of Order No. 95-135, accepting the
Engineer's report for River Woods Drive and Lakeview Drive
Local Improvement Districts and setting a hearing; 3)
signature of Indemnity Agreement for Oregon Trails Bicycle
Trek event on September 23, 24 & 25, 1995; 4) approval of out-
of-state travel for Roger Everett; 5) signature of
Conservation Easement as a condition of approval for Joe and
Shirley Mellmer; 6) signature of Special Transportation Fund
Agreements with the City of Bend, Opportunity Foundation,
Residential Assistant Program and Central Oregon Council on
Aging; and 7) signature of Liquor License Renewal for Tumalo
Feed Company, Sunriver Lodge & Resort, Rockin Billy's,
Terrebonne Dinner House, Moose Lodge #323, and La Pine Mini
Mart.

2. SIGNATURE OF ORDER NO. 95-125, DECLARING SEPTEMBER 16, 1995,
AS AMATEUR RADIO AWARENESS DAY
Before the Board was signature of Order No. 95-125, declaring
September 16, 1995, as Amateur Radio Awareness Day.
Mary Winter, Emergency Coordinator for amateur emergency
services in Deschutes County, thanked the Board for passing
this resolution. She introduced several members of the Ham
Radio operators to the Board.

4. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS
Before the Board was approval of the weekly accounts payable
vouchers in the amount of $339,859.28.
SCHLANGEN: I move approval upon review.

The Board recessed until 3:30 p.m.
Chair Barry Slaughter reconvened the Board of County Commissioners
meeting at 3:34 p.m. County Commissioners present were Barry H.
Slaughter, Nancy Pope Schlangen and Robert L. Nipper. Also in
attendance were Al Driver, Solid Waste Director; Tim Schimke, Solid
Waste Department; Andy Crosby, Assistant County Counsel; Mike
Maier, County Administrator; Bruce White, Assistant County Counsel;
Brad Chalfant, Property Manager; Dave Leslie, Planner; and Rick
Isham, County Counsel.
5. SIGNATURE OF LIQUOR LICENSE FOR SHOJI'S
Before the Board was signature of a Liquor License for
Shoji's.
NIPPER: I'll move approval of a Liquor License for
Shoji's Restaurant.

CONTRACT AWARD TO HARDING LAWSON & ASSOCIATES FOR KNOTT
LANDFILL EXPANSION ENGINEERING SERVICES
Before the Board was contract award to Harding Lawson &
Associates for Knot Landfill expansion engineering services.
Al Drive reported it was staff's recommendation that this
contract be awarded to Harding Lawson & Associates.
SCHLANGEN: I move approval of Harding Lawson &
Associates/David Evans & Associates as the
selected consultants for the Knott Landfill
engineering services.
NIPPER: I'm going to second that with an explanation.
DISCUSSION: Commissioner Slaughter stated he learned long
ago that business decisions cannot be based on
personal friendships. They have to be made
separate from that. He stated he felt he had
to make a decision that was in the best
interest of the County.
VOTE:
Commissioner Nipper stated this was a
difficult decision from him. He stated he too
had to separate friendship from this decision.
He stated he had originally had some concerns
regarding prices quoted by Harding Lawson. He
felt the staff had addressed those concerns to
his satisfaction. He felt that Century West
Engineering would have done a more than
adequate job, but the committee chose Harding
Lawson. He felt he had to go with the staff
recommendation.
